A white Paper on Cybersecurity


The world’s citizens now enjoy automation, access to near instantaneous information and personal connections unpredicted three decades ago.  There are millions of web applications through newly developed mass media, cloud, artificial intelligence, signal processing, satellite and software-defined networks, radios, and spectrums are now residing on billions of cyber-driven smartphones, computers, cameras, IoTs, devices, and tools that are used daily by billions of people.

Safeguarding Cybersecurity becomes harder and intense as breaches are pervasive and complex. Over 85% of organizations surveyed admitted that they had experienced Cyber-attacks. The cybercrimes have cost the world over $500 billion in 2018.  From personal ID theft to foreign states purposefully organized cyber-attacks, the dire consequences call for prompt action to safeguard cybersecurity in the United States.

This speech will summarize the lessons learned and outline recommendations. A published IEEE board approved Position Statement was distilled from this white paper.

Biography:

BIOGRAPHY:  

After earning her Ph.D. from UC Berkeley in Engineering, physics and statistics, Sheree joined IBM where she made vital contributions to the first high-speed mainframe computers.  

Sheree is the first person visualized the phase transformation of the materials atomic structure on computer simulated movies. Sheree held many worldwide patents and authored multiple technical journal publications.  

At IBM, Sheree served in senior management and was responsible for corporate technical strategies, worldwide manufacturing, corporate quality, and university grants. Sheree went on to found companies which developed, manufactured, and distributed pace-setting electronic products worldwide. Sheree lead team established manufacturing facilities in multiple countries and the USA.  Her companies have received numerous awards and performed multiple Federal and local Governmental contract. Boeing and NASA award Sheree’s quality products 5 out of 5 stars.

For many years, Sheree serves on the leadership positions in the Institute of Electrical and Electronics Engineers, IEEE, the world largest professional organizations. The IEEE-USA has 250k members in the United States served in the industries, national defense, federal and local governments, universities, researches labs, etc.  Sheree currently serves as the Vice Chair of the communication policies committee and chair of Cybersecurity Policy committee  in IEEE-USA and the Chair of the Computer Society in WA state area. She advocates the US Senate and Congress.  Currently, she collaborates with Washington State emergency Management Division and is the member of Emergency Management communication working group. 

Sheree has remained committed to improving the quality of life locally, nationally, and internationally.  She served as United States National Commissioner to UNESCO, United Nations Educational, Scientific and Culture Organizations, and the Founder and President of UNESCO Washington State center. One of UNESCO’s top priority is to minimize casualties during natural disasters. Sheree is devoted to bringing the UNESCO global experience, platform, innovations, tools, and effort on emergency management to the Washington State. 

Sheree devotes to the public good. She serves on numerous non- profit boards to jointly care for environments & parks, art, cultural & heritage, health & medicine, children & STEAM, and victims of domestic violence & natural disasters.
