 o protect federal R&amp;D spending in a tight budget\, open up the patent syst
 em to small inventors\, and create the smart-grid. IEEE-USA is also fighti
 ng a proposal in Congress to change our countryâ€™s high-skill immigr
 ation system in a way that could cost American thousands of engineering jo
 bs. IEEE-USA is the leading voice for engineers and technology professiona
