Following the previous meeting being orga nized by GRS29/AES10 on the same subject\, the TOR for the 2-day Seminar o n HAPS -- a Seminar to be held in 25-26 September 2019\, jointly organized by the IEEE IS GRS/AES and the IICF -- has been finalized. This included the inclusion of the Remote Sensing and Localization\, in addition to tele communications\, aspects\, in the theme of the gathering.\n\n2. The meetin g also finalized a plan for a Focussed Group of Discussions (FGD) to be he ld in mid of July\, under the sponsorship of the Center of Aeronautical Te chnology of LAPAN. The FGD\, being organized jointly by LAPAN and IEEE IS GRS/AES Joint Chapter\, will call for experts representing policy makers\, researchers\, and practitioners\, in view of discussing and identifying t he HAPS Technology and its applications from both service and industrial p erspective. The TOR will be prepared very soon in collaboration with the L APAN.\n\n3. The technical gathering on HAPS which leads to international p ublication through IEEEXplore will be accommodated at both ICARES-19 (17-1 9 October)\, and tentatively at ISAST-19 \, the latter being organized by LAPAN. However the ISAST-19's publication will most probably be endorsed b y the SCOPUS.\nThese two conferences will serve as scientific hubs for com municating HAPS technological works in Indpnesia and elsewhere\, expedited by GRS/AES Joint Chapter of the Indonesian Section .\n\nAgenda: \n1.
