Misra\n- Sujeet Mis hra\n- Teena Sharma\n- Sonal Dixit\n- Aparna Dixit\n- Vikas Singh\n- Mr. P ankaj Kumar Mishra\n\nNext Meeting: To be announced through email.\n\nMinu tes Prepared By: Prof. Vrijendra Singh\, Ms. Sonal Dixit and Ms. Teena Sha rma\n\nThe meeting was adjourned with a vote of thanks at 08:00 PM IST.\n\ nAgenda: \nWelcome and Announcements: Chairman\, Vice Chairman\, and Secre tary welcomed all the members present in the meeting.\n\nAgenda Item #1: R atification of minutes of the previous meeting.\n\nDiscussion: The minutes of the previous meeting was read by Ms. Teena Sharma and with the consent of members present in the meeting\, minutes were approved.\n\nAgenda Item #2: Discussion on the request received regarding signing the MOU of 2020 UPCON\n\nDiscussion: The Technical Co-sponsorship for “7th International Conference on Electrical\, Electronics and Computer Engineering (UPCON 20 20)” to be held at Motilal Nehru National Institute of Technology\, Alla habad at Prayagraj\, Uttar Pradesh\, India during November 27th - 29th\, 2 020 was approved by the IEEE UP Section CIS Chapter on the request made by Prof. Nand Kishore\, MNNIT Allahabad on January 2nd\, 2020 with the follo wing guidelines:\n\n- 20-30% Concession in the registration fee for both\, IEEE and IEEE CIS Members.\n- The event technical committee should have a t least one representative from the IEEE UP Section CIS chapter (CIS11).\n - Please make sure only the authenticated IEEE UP Section CIS logo should be used (as attached).\n- Arrange a booth for IEEE CIS Membership Drive du ring the event.\n- Please submit the report with photographs of the event to ieeecis11@gmail.com within a week after the event.\n\nOn September 6th\ , 2020\, The General Chair of UPCON 2020 requested the Chairman\, IEEE UP Section CIS Chapter (CIS11) for signing the MOU of UPCON 2020\, for which the Chairman\, IEEE UP Section CIS Chapter (CIS11) informed him with the f ollowing:\n\n“Thanks for your email. It would be a great pleasure for us to be part of UPCON 2020 however signing MoU with UPCON 2020 was never di scussed in any of our CIS Chapter meetings rather only technical co-sponso rship for technical support like talks etc. was discussed. The same was no tified to you a few months back. Regarding the signing of MOU with UPCON 2 020\, since due to the COVID’19 pandemic\, CIS Chapter is not well equip ped currently with the logistics to keep a track/check on the quality of t he papers being or to be submitted in UPCON 2020 and hence this needs to b e discussed in the CIS Chapter meeting being held tomorrow at 06:00 PM IST for further course of action towards logistics related to the quality iss ue of papers before signing the MOU.”\n\nThereafter this agenda of signi ng MOU with UPCON 2020 was brought for today’s scheduled meeting of the Executive Committee members of IEEE UP Section CIS Chapter (CIS11). It was pointed out by the members that the conditions precedent for technical sp onsorship leading to a MoU have not been met in all these months (02 Jan-0 6 Sep) and the same was suggested in the above quoted email of 06 Sep. Aft er detailed discussion on the request\, the members of the committee unani mously recommended the following:\n\n- The terms and conditions as mention ed in the first para and communicated to UPCON 2020 on January 2nd\, 2020 shall hold good for IEEE UP Section CIS Chapter (CIS11) technical co-spons orship.\n- It was observed that UPCON 2020 still has not met for the guide line as mentioned in point (2) above.\n- Pre-conditions for MoU have still not been met. However\, in the interest of promoting objectives of CIS\, all members were exhorted to spare time to associate. Members expressed in ability that at this late hour it is not feasible especially when in pande mic times there is work load for all has increased and become uncertain. S ince the very beginning\, the signing of MOU was never discussed by the UP CON 2020 with CIS11\, therefore\, at this later stage and during COVID19 P andemic\, the request for signing the MOU is not becoming possible due to lack of logistical resources.\n\nAgenda Item #3: Proposal to organize a Di stinguished Lecture Program (DLP) talk\n\nDiscussion: Dr. Aparna Dixit inf ormed that she has requested Prof. Jim Bezdek for delivering a DLP talk di rectly. Chairman and Vice Chairman informed that according to the rule\, a t first this needs to be discussed in the chapter’s meeting\, then only the Chairman can invite an Expert for the DLP talk. Further\, the discussi on on tentative dates for delivering the talk was held. ExCom members sugg ested that it would be better if we can wait and see the trend of pandemic . DLP can be organised on a large scale and then we can invite Prof. Jim B ezdek in person to the event.
