  in committee in the House of Representatives. FERC 2222 meekly requires t
 hat aggregation be allowed for renewables on the distribution grid for use
  in the wholesale market\, combined with FERC-841/2/5 it gives FERC deep r
 each into the distribution grid. The CFA\, if passed would make wholesale 
 changes to what utilities can do and not do with their own distribution gr
 ids\, and makes large changes to Transmission planning. There are good thi
 ngs\, bad things\, and a couple of &quot;HAH?&quot; things in this bill that everyon
