 will present a system-of-systems analysis of the different stakeholder goa
 ls\, inter-relationships\, and some of the wishful thinking that is going 
 into current policies for Winterization of the Texas power infrastructure.
  In addition to a high-level discussion of these issues\, the presentation
  will show portions of a state-of-the-art systems engineering model in Uni
 fied Architecture Framework (UAF) that models the market structure\, the p
 layers\, and their behaviors. The simulation capabilities of the model wil
 l also be shown\, demonstrating how changes in the policy parameters can c
 hange the behavior of the players in the market. The presentation will end
  with a discussion of how a more integrated systems approach to the proble
 ms could benefit the citizens\, energy consumers\, and taxpayers of the st
