DESCRIPTION:This symposium will bring together experts from a wide range of
fields to discuss and examine the ethical\, legal\, and social issues of
electronic information and communication technology which is developing as
a science that handles data derived from humans.\n\nWith the development
and diffusion of electronic information and communication technology in so
ciety\, various human-derived data is becoming to be obtained by various m
ethods besides conventional questionnaire surveys. For example\, we can ac
quire and analyze traces of communication on the Internet such as social n
etworking services (SNS)\, and with the development and spread of the Inte
rnet of Things (IoT)\, also obtaine data on behavior\, and physical and ps
ychological states directly from people.\n\nOn the other hand\, the broad
types of utilization of medical data in society are being promoted for the
treatment and care of lifestyle-related diseases and diseases having a ge
netic basis as well as for reduction of medical cost in whole society. If
such data will be utilized as learning data for so-called AI(Artificial In
telligence)\, they are expected to served for doctors' diagnostic support
and citizens' self-medication.\n\nHowever\, it is well known that there ar
e widespread legal\, ethical\, and social problems in the acquisition\, st
orage\, and utilization of such human-derived data. Research on humans in
the field of medical biology is concerned about direct physical and mental
invasion\, and its ethics and regulations have been steadily improved sin
ce the Nuremberg Code. Also\, in research in the humanities and social sci
ences such as psychology\, sociology\, history (oral history)\, and cultur
al anthropology\, the problems of psychological and social harm due to imp
roper handling of human-derived data have been disputed about and concerne
d. It has also been known that legal measures such as the Personal Informa
tion Protection Law and the Copyright Law cannot sufficiently protect the
research subjects and related parties. It has also been concerned that if
the research ethics of medical biology and psychology are strictly applied
\, it may be difficult to carry out social science research.\n\nThis may s
how that it is inappropriate to simply divert and apply regulations in fie
lds with strict regulations and research ethics to other types of reserch
in the other fields which are differed in the sort and degree of harms and
in the research methodology from the former fields\, and\, on the other h
and\,that researches in the latter fields without consideration for ELSI m
ight bring other types of harms or offences to subjects and have an unexpe
cted adverse sffect on society which exceeds the benefits the same subject
s or society might receive. Such research without consideration of ELSI ma
y lose the trust of the research subjects and the public\, and as a result
\, it may hinder the acquisition and securing of research resources from w
ider society and make it impossible to carry out research. Thus\, consider
ation of ELSI in research is also indispensable for realizing sound resear
ch\, building and maintaining widespread public trust in the research fiel
d\, and creating a sustainable and healthy research environment.\n\nIn lig
ht of the above situation\, this symposium will consider the current ELSI
and education of wider range of human-subject research and research on dat
a derived from humans in the field of electronic information and communica
tion technology. In addition to the instructors in the "Kokoro-e" section
of the MDASH program (Approved Program for Mathematics\, Data sicence and
AI Smart Higher Education) of Open Univerisy of Japan(OUJ)\, we welcome re
seachers in ethics and law related to the utilization of medical data and
Internet research ethics. We comprehensively consider and discuss wider ra
nge of problems on this are with them.\n\nCo-sponsored by: Social Implicat
