 clude the difficulty of transforming existing systems and infrastructure\,
  fragmentation of urban markets\, out of date procurement practices\, and 
 technology versus benefits / outcomes determining the solutions being sold
  in the marketplace. I will explore some solutions but will be equally int
 erested in your ideas on solutions. Also important in Smart Cities is urba
