DESCRIPTION:IEEE RAS (Mahidol University) bid for hosting ICRA 2027 at ICRA
  2023\, London on 3 June 2023.\n\nThailand is a country that recognizes th
 e importance of developing its major industries – such as automotive\, f
 ood\, and agriculture\, while also prioritizing education\, research\, and
  development\, along with science and technology. With the aim of using in
 novation and technology to overcome past economic development challenges\,
  Thailand has launched a new economic model\, “Thailand 4.0”\, and is 
 developing various new growth hubs\, starting with the Eastern Economic Co
 rridor (EEC)\, which is expected to become the center for robotics researc
 h and development. To respond to the new national priorities\, Thailand is
  now putting more emphasis on enhancing the academic programs in several u
 niversities that are involved in robotics research\, development\, educati
 on\, and networking\, as well as supporting the industry as a whole to mak
 e the country a much more competitive place in this field.\n\nUndoubtedly\
 , Thailand has hosted and organized multiple IEEE events\, as well as impo
 rtant international conferences and events. In fact\, the IEEE Thailand Se
 ction has consistently been organizing events since its establishment in 1
 977\, and Thailand has actively participated in various IEEE Robotics and 
 Automation Society (RAS) events. For instance\, Thailand held its very fir
 st RoboCup Asia-Pacific (RCAP) event in 2017 during its Robotics Week in o
 rder to kick-start international robotics events within the country. A cou
 ple of years later\, Mahidol University became the leader of 16 other inst
 itutes to organize the biggest robotics event in Thailand – the RoboCup 
 2022 – with the aim to encourage research and development in robotics\, 
 develop human resources in the field\, elevate and create new networks of 
 robot inventors\, and raise robotics standards in the Asia-Pacific region.
  As a result\, these events have strongly influenced new national policies
 \, such as the Thailand 4.0\, the National New S-Curve of Robotics and Aut
 omation Industry\, and the Reinventing University Program in Medical Robot
 ics.\n\nWelcoming millions of tourists each year\, Thailand has multiple e
 xcellent and efficient transportation systems to support the participants\
 , with Suvarnabhumi International Airport serving as a hub for approximate
 ly 100 airlines and over 200 scheduled flights daily. By utilizing the Que
 en Sirikit National Convention Center (QSNCC) which is in the heart of Ban
 gkok and surrounded by various modes of transportation as the event’s ve
 nue\, we will easily be able to accommodate up to 20\,000 participants\, m
 aking it the most ideal place to host the IEEE ICRA 2027.\n\nUltimately\, 
 organizing the IEEE ICRA 2027 with the theme of “Robotics for Humanity: 
 A Key Driver for Achieving Sustainable Development Goals” can be a signi
 ficant turning point for Thailand\, which will leave a drastic impact on e
 ducation\, science\, technology\, research\, development\, and industry 
 – not only within the country\, but also in other Asia-Pacific countries
 . With Mahidol University as the leader\, along with 16 other public and p
 rivate institutes\, including both top-tier universities and government or
 ganizations\, we are ready to make the IEEE ICRA 2027 another successful e
 vent of ours.\n\nMilestone for bidding to host ICRA 2027 in Bangkok\nAugus
 t 2022 - The ICRA Steering Committee received (2) two Letters of Intent (L
 OI) to host ICRA 2027 with Seoul and Bangkok as potential host locations.\
 nNovember 2022 - Both teams submitted a ten-page pre-proposal which was re
 viewed by the ICRA Steering Committee and shared with the team. Both teams
  received feedback in their effort to make the final proposal stronger.\nM
 arch 2023 - Thanks to the support of RAS Leadership and CAB\, the ICRA SC 
 was able to perform site visits of the proposed venues. Members of IEEE MC
 E (Lukrecija Lelong) and ICRA Steering Committee (Eiichi Yoshida) have con
 ducted site visits of both locations and met with both teams to discuss im
 provements that could be made to final proposals. This new innovation has 
 already proven to be very useful both to the ICRA SC as well as the biddin
 g teams in making their final proposals.\nApril 2023 - Based on the feedba
 ck received during the pre-proposal and the site visit\, both teams submit
 ted the full proposals to the ICRA Steering Committee. The two final propo
 sals are the actual documents that the ICRA SC is providing this assessmen
 t to the RAS AdCom members. The finalists also presented a preliminary ver
 sion on May 10\, 2023\, of the pitch to RAS CAB and ICRA SC members. The p
 resentations helped the ICRA SC reach the final assessments that will be p

 s and Automation is the flagship conference of the IEEE Robotics and Autom
 ation Society (RAS) and the premier international forum for leading roboti
 cs researchers to present and discuss their work. Established in 1984 and 
 held annually\, the conference joins experts in the field of robotics and 
 automation for technical communications through presentations and discussi
 ons. Each edition creates a remarkable environment to indulge all the dele
 gates in the frontier of science and technology in robotics and automation
 .\n\nThe ICRA Steering Committee (ICRA SC) has designed a new procedure wi
 th the goal of making the process transparent and fair for all teams submi
 tting a proposal for hosting an edition of IEEE ICRA.\n\nBelow\, please fi
 nd additional information for each of the five steps.\n\nThe bidding proce
 ss starts five years in advance and is done in five steps:\nStep 1: Submit
  a Letter Of Intent (LOI). Note\, that only a member of the IEEE-RAS can s
 ubmit the LOI\, preferably the general chair. Submit the LOI through this 
 form by August 1 of each year. Only a single document (PDF file format onl
 y\, 1 page) without any supplementary material is allowed. Guidelines for 
 the content of the pre-proposal are outlined here. The LOI will assist the
  SC in determining reviewers for the next step while minimizing conflicts 
 of interest. The ICRA SC will review the LOIs and may provide some high-le
 vel feedback and guidance to the applicants to submit a pre-proposal (step
