DESCRIPTION:We'll be going back to the GERMAN CLUB 416 Vulture Street\, Eas
t Brisbane\, 4169\n\nAs this will be international IEEE day\, the Queensla
nd IEEE Section has kindly offered some modest catering for the event. Wit
h this in mind please register so that I have an idea of numbers.\n\nFor o
ur Nineth 1TJPC for 2017 (I didn't know I could count that high)! Prof Vau
ghan Clarkson will be the reader leader. The paper he has selected for us
this month is\n\nH. M. Finn\, “A new approach to sequential detection in
phased-array radar systems”\, in Proc. Winter Convention on Military El
ectronics\, vol. II\, pp. 4–12\, December\, 1963\n\nThis is a classic pa
per which introduced the concept of alert-confirm detection for phased-arr
ay radar and well worth hearing about especially from such a capable prese
nter. If you have difficulty getting a copy of the paper plase let Vaughan
or me (greg.hislop@roames.com.au) know.\nPlease note the change of venue\
,\n\nAbout the 1st Tuesday Journal-Paper Club: We meet usually on the 1st
Tuesday of the month as the name suggests (inspired by the ABC TV series "
1st Tuesday Book Club"). Each month\, from amongst ourselves we identify a
Reader Leader. He or she picks a highly cited\, 'top ten' or major-prize-
winning article\, preferably in an SPS or ComSoc journal. Through the mont
h\, each of us reads the article. At the next meeting\, the Reader Leader
leads a discussion of that article\, starting with his/her own appraisal.
In so doing\, we all broaden our understanding of the field and further de
velop a sense of community.\n\n1st Rule of 1st Tuesday Journal-Paper Club:
 tell everyone about 1st Tuesday Journal-Paper Club.\n\nCo-sponsored by: G
reg Hislop\n\nSpeaker(s): \, \, \, \n\nThe Brisbane German Club\, 416 Vult
