 ines – Will It Help?”:\n\nAround the world\, policymakers and research
 ers are converging on a simple conclusion: the future of trustworthy AI de
 pends on establishing clear red lines for systems that undermine human rig
 hts\, safety\, or democratic institutions. Leading AI scientists—includi
 ng Russell\, Hinton\, and Bengio—have warned that some advanced systems 
 exhibit behaviors developers cannot fully predict or control\, underscorin
 g the need for enforceable limits. Human-rights bodies have reached simila
 r judgments: the UN High Commissioner for Human Rights and UNESCO have cal
 led for bans on AI uses such as mass surveillance and social scoring. Rece
 nt frameworks—from the EU AI Act to the Council of Europe AI Convention
 —translate these concerns into concrete prohibitions. Building on earlie
 r principles such as the Termination Obligation in the Universal Guideline
 s for AI\, the new AI Red Line Initiative seeks to amplify these emerging 
 prohibitions. The evidence is now clear: well-defined red lines do help. T
 hey protect fundamental rights\, provide operational clarity for developer
 s\, and create space for beneficial innovation within boundaries that pres
 erve human control.\n\nShort Bio of Marc Rotenberg:\n\nMarc Rotenberg is E
 xecutive Director and Founder of the Center for AI and Digital Policy\, a 
 global network of AI experts and human rights advocates. He has served on 
 many expert panels\, including the OECD AI Group of Experts and the Counci
 l of Europe Committee on AI. Marc helped draft the Universal Guidelines fo
 r AI\, a widely endorsed human rights framework for AI governance. Marc is
  the co-editor of “The AI Policy Sourcebook” (CAIDP 2025) and the “A
 I and Democratic Values report” (CAIDP 2025). He teaches privacy law at 
 Georgetown Law and AI Systems Applications at Georgetown University. He wa
 s a founding board member and former chair of the Public Interest Registry
 \, which manages the .ORG domain. Marc has published widely in academic an
 d popular journals\, and is a founding editor of the Journal of AI Law and
  Regulation. He is a member of the American Bar Foundation\, the American 
 Law Institute\, and the European Law Institute. He is a graduate of Harvar

 d researchers are converging on a simple conclusion: the future of trustwo
 rthy AI depends on establishing clear red lines for systems that undermine
  human rights\, safety\, or democratic institutions. Leading AI scientists
 &amp;mdash\;including Russell\, Hinton\, and Bengio&amp;mdash\;have warned that so
 me advanced systems exhibit behaviors developers cannot fully predict or c
 ontrol\, underscoring the need for enforceable limits. Human-rights bodies
  have reached similar judgments: the UN High Commissioner for Human Rights
  and UNESCO have called for bans on AI uses such as mass surveillance and 
 social scoring. Recent frameworks&amp;mdash\;from the EU AI Act to the Council
  of Europe AI Convention&amp;mdash\;translate these concerns into concrete pro
 hibitions. Building on earlier principles such as the Termination Obligati
 on in the Universal Guidelines for AI\, the new AI Red Line Initiative see
 ks to amplify these emerging prohibitions. The evidence is now clear: well
 -defined red lines do help. They protect fundamental rights\, provide oper
 ational clarity for developers\, and create space for beneficial innovatio
 n within boundaries that preserve human control.&lt;/p&gt;\n&lt;p&gt;&lt;strong&gt;Short Bio
  of Marc Rotenberg:&lt;/strong&gt;&lt;/p&gt;\n&lt;p&gt;Marc Rotenberg is Executive Director 
 and Founder of the Center for AI and Digital Policy\, a global network of 
 AI experts and human rights advocates. He has served on many expert panels
 \, including the OECD AI Group of Experts and the Council of Europe Commit
 tee on AI. Marc helped draft the Universal Guidelines for AI\, a widely en
 dorsed human rights framework for AI governance. Marc is the co-editor of 
 &amp;ldquo\;The AI Policy Sourcebook&amp;rdquo\; (CAIDP 2025) and the &amp;ldquo\;AI a
 nd Democratic Values report&amp;rdquo\; (CAIDP 2025). He teaches privacy law a
