DESCRIPTION:Telecommunications Forum TELFOR is the IEEE co-organized and co
 -supported event. TELFOR is organized for the 33rd time as an internationa
 l regional annual meeting of those professionals working in the broad fiel
 ds of Telecommunications and Information Technologies. The participants ar
 e mostly telecommunications engineers\, but also the economists\, jurists\
 , managers\, governmental officials\, students\, researchers\, operators\,
  service providers and others. TELFOR is the forum in which all relevant a
 spects of Telecommunications and IT are discussed: subjects of technical n
 ature\, development\, regulatory and economics matters\, education\, equip
 ment\, services and systems operation. The work of TELFOR is organized thr
 ough: plenary sessions with invited papers or lectures\, authors’ sessio
 ns from the defined program fields\, undergraduate students’ sessions\, 
 special technical and development presentations of the leading internation
 al and domestic telecommunications companies and societies\, seminars and 
 tutorials for young engineers and students\, commercial presentations of t
 he companies and their products\, thematic debates\, panel discussions on 
 current issues\, social meetings\, etc. TELFOR regularly has a high number
  of participants\, both individuals and companies. Different levels and ch
 aracters of presentations are accepted: research and scientific results\, 
 new ideas\, valuable conclusions from practice\, state of the art and surv
 ey conclusions.\n\nSupport from Computational Intelligence Chapter CIS11 h
 as been decided in order to recognize significance of TELFOR in previous y
 ears in promoting research in Computational Intelligence. Intent has been 
 declared to strengthen this support in the following years.\n\nFor more de
