 ith the target represented by a 3D point cloud\, instead of the traditiona
 l range/Doppler image. This talk will describe a number of different recon
 struction techniques and demonstrate how the improved localization can be

 ed Martin Australia\, Advanced Systems &amp; Technologies\n\nLuke Rosenberg re
 ceived a Bachelor&#39;s degree in electrical and electronic engineering\, a Ma
 ster&#39;s degree in signal and information processing\, and a Ph.D. from the 
 University of Adelaide\, Australia. In 2016\, he completed the Graduate Pr
 ogram in Scientiﬁc Leadership at the University of Melbourne. He is curr
 ently an adjunct Associate Professor with the University of Adelaide and a
  Senior Research Engineer at Lockheed Martin Australia\, Advanced Systems 
 &amp; Technology. Prior to this\, he worked at the Defence Science and Technol
 ogy Group Australia as a research specialist in maritime radar\, and in 20
 14\, he spent 12 months with the U.S. Naval Research Laboratory (NRL) work
 ing on algorithms for focusing moving scatterers in synthetic aperture rad
 ar imagery. His work covers the areas of radar image formation\, classific
 ation\, adaptive ﬁltering\, detection theory\, and radar and clutter mod
 elling. Dr. Rosenberg has received a number of best paper awards\, the Def
 ence Science and Technology Achievement Award for Science and Engineering 
 Excellence in 2016 and the IEEE AESS Fred Nathanson award in 2018 for ‘F
 undamental Experimental and Theoretical Work in Characterizing Radar Sea C
 lutter’. He is the Vice President Publications for the AESS board of gov
 ernors and a member of the radar systems panel. He is a distinguished lect
 urer for the AESS\, senior editor for the Radar Systems area in the Transa
 ctions of Aerospace and Electronic Systems\, and past chair of the IEEE So
 uth Australian Section. He has over 180 publications including a book on R
 adar Sea Clutter: Modelling and Detection. He is an IEEE Fellow for contri
