The 2^nd IEEE International Conference on Telecommunication and Photonics (ICTP) was held at the Department of Electrical and Electronic Engineering (EEE), Bangladesh University of Engineering and Technology (BUET), Bangladesh during December 26-28, 2017. The Conference was organized by the IEEE ComSoc Bangladesh (BD) Chapter with the support of the Department of EEE, BUET. The members of the Executive Committee (ExCom) of IEEE ComSoc BD Chapter contributed in various capacities towards the organization of the Conference. Professor Dr. Satya Prasad Majumder, Chair of the Chapter was the Organizing Chair while members of the ExCom Professor Dr. Md. Shah Alam and Mr. S M Altaf Hossain were the Organizing Co-Chairs, and Secretary of ExCom Professor Dr. Mohammed Imamul Hassan Bhuiyan worked as the Organizing Secretary. On the other hand, Professor Dr. Raqibul Mostafa, Vice Chair of the Chapter worked as the Technical Chair and Members of ExCom Professor Dr. Mohammad Faisal as the Technical Co-Chair and Dr.  Md. Forkan Uddin as the Technical Secretary of the Conference. Treasurer of the Chapter Dr. Lutfa Akter contributed as the Treasurer of the Conference. Professor Dr. B. M. Azizur Rahman from City, University of London,UK guided the overall organization as the General Chair. A total of 141 technical papers from different countries, that include not only Bangladesh but also India, Iran, China, Malaysia, UK etc., were submitted and peer reviewed. Based on the evaluations of the distinguished Reviewers at home and abroad, only 59 papers were accepted for oral presentation. The Conference started with an Inaugural Ceremony on the 26^th December where the Honorable Chairman of the University Grants Commission attended as the Chief Guest and the Honorable Vice Chancellor of BUET attended as the Special Guest and Chief Patron. In addition to the registered authors, participants from six reputable industries, who provided valuable sponsorship to the conference, joined the Inaugural Ceremony. The accepted technical papers were presented in 10 different sessions where each paper was allotted fifteen minutes for presentation including three minutes for questions and answers. Five renowned Speakers from reputed universities in USA, UK, Malaysia and China presented Keynotes on different areas in telecommunications and photonics. There were also three Invited Talks by distinguished researchers from reputed universities in UK, Malaysia and India on telecommunications and photonics. Two Tutorial Sessions were also organized where the first one covered the basics of Internet of Things (IoT) and the second one covered Access Backhaul Technologies for 4G (LTE) and Broadband data Communication. The tutorial sessions were attended by the Conference Registrants as well as interested students who registered online for the Tutorials. The Conference ended with a Closing Ceremony where two awards were given for best papers, one each in the area of telecommunication and in Photonics, respectively.
