Prof. Raghuvir Singh of Teerthanker Mahaveer University Moradabad
Various aspects of national education policy and its subtopics
Prof. Raghuvir Singh, Hon’ble Vice Chancellor, TMU discussed about various aspects of national education policy and its subtopics. He said that for last 70 years nothing much have been done so far for the development of our education system. Teachers emphasize on one-way communication. We teach only. We do not care about the students whether they are learning are not. Parents and children are just degree and marks driven. Learning is completely missing from the education system. Skills have no place in entire academic process. Multiple bodies in the complex regulatory framework create conflicts and it becomes very difficult for improving our education. More than 15,000 colleges do not have basic infrastructures and teachers do not do research. Research component is completely missing from the education system. The students of rural areas do not have access do the quality education. We should try to curb commercialization of education whether it is school education or higher education. More than 7 lacs students are going abroad every year for higher education. Our institutions are not able to attract foreign students. Our institutions are not quality institutions. We are not attractive destination for foreign students. Faculty salary is another constraint in providing better education. These are the certain facts which have to be changed. We should try to curb the commercialization of education whether it is school education or higher education. In such a situation, this new National Education Policy 2020 is a meaningful initiative towards the transformation and improvement of the present education system and its infrastructure.

Prof. RS Grewal of Chitkara University
Regulatory system of higher education
Prof. RS Grewal, Former Vice Chancellor, Chitkara University said in his address that the regulatory system of higher education would have to ensure that special functions such as regulation, accreditation, funding and determination of educational standards would be conducted by specialized, independent and empowered institutions, systems . It is necessary to create checks and balances in the system to reduce conflicts in mutual interest of bodies and to eliminate excessive centralization of powers in some bodies. Such a change would require existing structures and institutions to consolidate themselves and undergo a variety of developmental gradations. The separation of functions will mean that each organ will be taken to a new single role under the Higher Education Commission of India which is relevant, meaningful and important in the new regulatory scheme.
