Biography:

Scott Oliver is an innovative, high-impact, and strategically minded change agent with proven success creating cross-functional teams to solve highly challenging and complex problems at the corporate/enterprise level. He most recently founded and then served as the Chief of Staff of the Secretary of Defense’s congressionally mandated Electromagnetic Spectrum Operations (EMSO) Cross Functional Team. He now works at Expression Networks, LLC, a full-stack software development firm, specialized in EMSO.
