Susquehanna Section October Meeting "PA Turnpike - E-ZPass & All-Electronic Tolling"
Please join the Susquehanna Section for a presentation about the Pennsylvania Turnpike's E-ZPass & All-Electronic Tolling System.
The presentation will provide a brief overview of the Pennsylvania Turnpike Commission and its extensive transportation network along with the evolution of their toll collection systems from traditional cash collection to mixed-mode (cash & E-ZPass) to the state of the art, All Electronic Tolling. The presentation will provide insight to the overall toll industry’s trend toward electronic tolling, weighing the pros & cons of such an approach. The presentation will then focus on the various in-lane and back-office technologies and systems necessary to enable All Electronic Tolling. As the presentation concludes, information on the E-ZPass network, AET in the Northeast region and AET nationally will be presented followed by some future technologies currently being explored in the tolling industry such as National Interoperability, smart phone Apps, and GPS tolling.
For those interested we will have dinner beforehand.

Michael Kapp
Biography: Mr. Kapp is a Deputy Project Manager/Toll Advisor with HNTB Corporation currently assigned to assist with the conversion of the Pennsylvania Turnpike to All Electronic Tolling. He received his Bachelor’s Degree from Rutgers University. He has more than 20 years of experience in the tolling industry including 14 years as an independent consultant developing back-office systems and lane controller technology & software. Mr. Kapp has experience developing, implementing and maintaining the roadside solutions for various types of toll collection systems from traditional cash to advanced high speed open road electronic systems throughout the United States and Canada.
Rob Bistline & Alan Williamson
Biography:
Mr. Bistline is a Vice President with HNTB Corporation. He received his Bachelor’s Degree and completed graduate studies at the Pennsylvania State University. He has more than 20 years of experience in the transportation industry including time spent in both the public and private sectors. Throughout his career, Mr. Bistline has been responsible for the delivery of major, multi-disciplinary transportation projects, including his latest assignment serving as the Program Manager for the conversion of the Pennsylvania Turnpike to All Electronic Tolling.
Mr. Williamson is a Senior Engineer Project Manager with the Interchange/Toll Plaza Unit and is the Turnpike’s Program Manager for the All Electronic Tolling Conversion Program. Alan has been employed by the Commission for over 10 years and has over 16 years of transportation related experience. As the AET Program Manager, Alan oversees the design for the new tolling infrastructure and layout; preparations for organizational changes including an employee transition plan for affected staff; and, development of the education and outreach strategies. Alan graduated from West Virginia University with Bachelor’s and Master’s Degrees in Civil Engineering. He is a Registered Professional Engineer in Pennsylvania and is a member of the American Society of Highway Engineers and the International Bridge, Tunnel and Turnpike Association.
