The presentation will discuss the events as they unfolded during the Texas Grid power events from the perspective of the Office of North American Electric Reliability Corporation (NERC) Compliance with Certrec.  This presentation is based on actual events and recorded data during the period of the event. 

Biography:

Mr. Heacock is the Director, Office of NERC Compliance with Certrec, a regulatory and information technology company. With more than 30 years of experience in the areas of electrical engineering leadership, design and analysis, he brings a demonstrated track record of versatile, capable, professional leadership as the head of Certrec’s 
Office of NERC Compliance. 


In addition to managing a number of engineering groups (including civil, mechanical, and electrical) for Duke Engineering and Services, South Texas Project Nuclear Operating Company, and DP Engineering, Ltd., Mr. Heacock has in-depth relevant 
technical experience. He has built electrical analysis models and performed load flow and short circuit analyses using various programs, including PTI PSS/U, SKM, and OTI’s ETAP. He has also set protective relays, performed relay replacement 
modifications, and developed design requirements. 


Mr. Heacock has interfaced with various transmission system operators in ERCOT, SPP, MYSO, NPCC, and CAISO. He also has led or participated in the development of Interconnect Agreements within ERCOT for several large generating facilities. He has a 
bachelor’s degree in electrical engineering from Texas A&M University.
