Kit Black – 8:45 am

Kit Black, P.E. has served the Texas Department of Transportation (TxDOT) since 2004 when he joined the Amarillo District.  His current title is Director of Transportation Planning & Development and is responsible for all advanced transportation planning, project development, engineering design, and preparation of construction plans.  He is responsible for delivering an annual construction project letting that averages $220 million, and oversees an annual consultant engineer contract budget that averages $15 million.  Kit received a Bachelor of Science degree in Civil Engineering in 2002 and a Masters of Engineering degree in civil engineering in 2003 from Texas A&M University.  He has been a Licensed Professional Engineer in Texas since 2007. 

 

Kevin W Jones – 10:00am

Kevin W. Jones received his BS degrees in electrical engineering and computer engineering from the University of Missouri in 1989. He has broad experience in the field of power system protection, operations and maintenance. Upon graduating, he has served nearly 34 years at Southwestern Public Service Company (now Xcel Energy), where he worked in various departments, including Distribution Design, Substation Commissioning, Transmission Operations, and System Protection Engineering. Kevin specializes in high-voltage transmission line relaying, event analysis, and system stability relaying. He is currently chairing three IEEE Power System Relaying and Control Committee Working Groups. He was the vice chairman of the NERC PRC-026-1 standard drafting team titled: Relay Performance During Stable Power Swings. Kevin has also served as a planning committee member of the Texas A&M Conference for Protective Relay Engineers since 2016. He has authored or co-authored many papers, technical reports and tutorials. Kevin is a registered professional engineer in the state of Texas, a senior member of IEEE and a member of the IEEE Power & Energy Society and Standards Association.

 Aubrey Spear– 1:00pm

Aubrey has served as the Director of Water Utilities for the City of Lubbock for over fifteen years. In this position, he leads water and wastewater system operations that serve over 275,000 customers. He also serves as the liaison for the City of Lubbock with numerous water boards and agencies. He currently serves as chairman of the Region O Water Planning Group and the Texas Tech Civil & Environmental Engineering Industry Advisory Council. He is an appointee to the State’s Water Conservation Advisory Council representing the 16 regional water planning groups in the State.

Prior to taking this position in the public sector, he worked for 20 years in private consulting businesses assisting numerous private and public entities to optimize their water and wastewater systems and reduce their environmental liabilities.

Aubrey earned his Master of Business Administration with a Strategic Planning & Marketing Emphasis from Brigham Young University and Bachelor of Science Degree in Civil Engineer from Texas Tech University. He is a Licensed Professional Engineer and Certified Professional Services Marketer.

 

Varun Chhibbar – 2:15 pm

Varun is an electrical engineer with more than 15 years of experience in the transmission industry. He has executed several projects in the areas of AC protection and control, HVDC & FACTS control and protection, specification development, tender evaluation, design review, power system control and protection coordination studies, IEC 61850, HVDC & FACTS control and protection testing, commissioning and project engineering. He is currently the Protection Applications Business Manager for Burns & McDonnell based in Kansas City. He is also the technical lead for HVDC in Burns & McDonnell. Varun is also supporting the deployment of an IEC 61850 based project for a client which involves the deployment of process bus, station bus and MMS.

 Prior to working at Burns & McDonnell, Varun was the Regional Sales Manager (Grid Automation) for Hitachi Energy in Western Canada. Before joining Hitachi Energy, he was the Principal Engineer for P&C at AltaLink, a utility in Alberta (Canada), where he led the evaluation of IEC 61850 based relays and worked closely with networking and field operations to develop the network architecture and test plans.

 

Rick Williams & Grant Langley – 3:30 pm

Rick Williams has been with B&L for (26) years as an outside sales associate and is specialized mostly in utility / electrical cooperative applications such

power transformers, SF6 breakers, generator protection relays, digital fault recording and various electrical test equipment product lines during

this time. He has been associated with various manufacturers of infrared imagers during this period such as Ircon, ISI, Fluke and Teledyne FLIR.

Currently hold an ITC Level III Master Thermographer Certification
