This presentation provides an overview of electric utility ratemaking and emphasizes the difference between electric service and other commodities. Electric vehicle charging costs can vary dramatically between different rate classes and different utilities, depending how various costs of service are assigned. Most discussion of electric rates revolve around a simple, fixed "$.xx/kWh" measure that masks the increasing cost & complexity of today's generation, transmission, and distribution systems.

Ryan Goolsby of Hancock-Wood Electric Cooperative
Biography:
Ryan manages Hancock-Wood Electric Cooperative’s Engineering department and AMI network. He serves as a technical resource, advising leadership on emerging technologies and potential impacts of transportation electrification. He recently lead the Cooperative’s Cost-of-Service Study and transition to "whole house" residential Time-of-Use electric service.
Ryan is a registered Professional Engineer in Ohio, and holds a BSEE from the University of Toledo in Electrical Engineering. He volunteers in various industry committees and is the current Chair of the IEEE Toledo Section.
