India has a vibrant Space Programme meant to support its five verticals namely : (1)Rocket/Satellite Launcher Technology(2) Satellite Technology( Communication, Remote -sensing, Scientific ) (3) Navigation( GNSS) (4) Space Technology Applications and (5) Space related infrastructure Development. 

The total program is oriented towards civilian services. Work on the navigation (GNSS)vertical started with studies to participate in the worldwide programme of GNSS S-BAS system to meet the requirements of ICAO, for civil aviation operations. The Indian S B AS system complements the existing S BAS systems : S-BAS of USA,EGNOS of Europe and MSAS of Japan, in between is the Indian S-BAS System : GAGAN ( GPS Aided GEO Augmented Navigation) operating in L1 and L5 frequency bands of GPS. Parallelly we started working on our own Satellite Based constellation IRNSS( Indian Regional Navigation Satellite System ,operating in L5 and S band. IRNSS later on was christened as NaVIC(Navigation with Indian Constellation). The system consists of 7 satellites in GEO orbit( Four Geosynchronous and three GEO Satellites)

The NaVIC (IRNSS) constellation is unique in GEO orbit for Regional Navigation. It provides good position and timing, stand-alone, and accuracy for navigation GAGAN is certified and handed over to the Airport Authority of India. For NAViC Indian defense and security agencies are presently, the main users. It is an independent constellation that can have interoperability with GPS and GLONASS. It is a great development for the country. GAGAN is a joint development by AAI and ISRO. On 29th April 2022, the Airport Authority of India landed an ATR-72 Indigo Airlines Aircraft, using the GAGAN System, without the use of ILS or any external landing aid. Biography:

Dr. Surendar Pal is an alumnus of Birla Institute of Technology and Science- Pilani and Indian Institute of Science Bangalore, is a researcher, an academician, and author/technical reviewer, having more than 54 years of experience in the field of Antennas, Microwaves, Space Communication and Satellite Navigation, is the Former: Vice-Chancellor of Defence Institute of Advanced Technology (DIAT), Pune, DRDO Prof.DS Kothari Chair,
Distinguished Scientist, Prof. Satish Dhawan Professor, Senior Adviser, Satellite Navigation (lSRO). He was responsible for initiating: Antennas, Space communication, Microwaves and Satellite navigation activities at ISRO Satellite Centre (ISAC) from its inception. The journey started with Aryabhata India’s first satellite and went on till Chandrayaan-I. The space communication systems designed and developed by him and his team for TT&C and high bit rate data transmission, in S, C, X, Ku and Ka frequency bands were used in India's various satellite and interplanetary missions. The designs are still in and were used for India’s Mars Orbiter Mission.
Dr. Pal is the founder and Programme Director of the Indian Satellite Navigation Programme GAGAN and NaVIC. He conceptualized and then worked on the projects.

He was a consultant to ITU-Geneva (International Telecom Union) for defining Rural African Satellite Communication and on the GNSS panel of the UN Office for Outer Space (Vienna) also, to ICO/INMARSAT, UK for LEO mobile satellite constellation and NTU-Singapore on X-SAT. Several of the technologies developed by him were utilized by DRDO, DOORDARSHAN and INMARSAT(UK), besides ISRO.Dr. Pal has received more than two dozen National and International Awards,

Dr Pal is a Member, Fellow and Distinguished Fellow of several national and International Professional Societies including IEEE(US), IET(UK),MIAA(Paris) , Chartered Engineer (UK), Distinguished Fellow ASI and IETE, FNASc, FNAE, FVEDA &FAMTS.
He has published /presented more than 250 technical papers, a two-volume book,” Perspectives In Communication”, and obtained patents to guide a number of M.Tech and Ph.D students.
