Hurdles, Honors, and Hubris of Publishing

Based on my personal experiences in publishing over the last forty-five years, and experiences as a volunteer in IEEE Publications activities over the last twenty-five years, this talk will present an overview of publishing issues, behavioral drivers, and IEEE publication policy. There are many hurdles that the ordinary researcher must hop over these days to survive the demands of publishing. Some of these hurdles have been erected because of publishing misconduct by people in search of honors, perhaps fundamentally driven by the human element of hubris. The talk will explain and delineate a variety of topics in publishing, such as publishing in the age of AI, the review process, preprint servers and open access, paper mills, plagiarism, citation stacking and coercion. Throughout, policies for IEEE publications will be referenced.

Biography:

Stephen Yurkovich is a Fellow of the IEEE and holds the Louis Beecherl Distinguished Chair in Engineering at the University of Texas at Dallas, where he is also Department Head of Systems Engineering. Until early 2011, he held a joint appointment as Professor of Electrical and Computer Engineering, and Mechanical Engineering, at The Ohio State University, where he was also Director of the Honda-OSU Partnership Program in which he oversaw endowments of over $40M. Also with Ohio State, he served as Ac ting Director of the Center for Automotive research in 2007. In 2008 he was awarded the prestigious John R. Ragazzini Award in Control Education of t he American Automatic Control Council (AACC). In 2000 he was awarded  the IEEE Control Systems Society (CSS) Distinguished Member Award, and an IEEE Third Millennium Medal. His research has focused on the theory and applications of control systems, in numerous application areas. Professor Yurkovich holds 15 patents, primarily in automotive engine control systems.

Professor Yurkovich has been very active in IEEE activities including service on the IEEE Board of Directors (2013-14) and IEEE Control Systems Society President in 1999. Since 2014 he has led a small, specialized team for the IEEE Publications Services and products Board in writing policy and guidelines for all IEEE publications.
