In 2021, Rhode Island passed the Act on Climate, requiring greenhouse gas emissions to be reduced 45% below 1990 levels by 2030, with a target of net-zero by 2050. While legally binding, these mandates require robust implementation. Biography:
Amanda Barker is the Clean Energy Program Coordinator at the Green Energy Consumers Alliance. Amanda holds a master’s degree in Energy & Environmental Policy and previously served as Green Energy Consumers’ policy advocate. In her current role as program coordinator, she helps coordinate consumer-facing programs around clean energy and heat pumps, while continuing to support the Alliance’s broader climate advocacy initiatives.

Biography:
Tina Munter is the Rhode Island Policy Advocate at the Green Energy Consumers Alliance. Tina has a bachelor’s degree in Environmental and Natural Resource Economics. In her role as policy advocate she works with legislators and other advocates in the environment and energy space to push for advancements in clean energy policy and monitors the state's progress towards meeting the mandates in the Act on Climate.
