Biography:
Mr. Hare Krishna Ratha is a distinguished technocrat and visionary leader with decades of experience in defense research and advanced computing. Currently serving as the Chair of the IEEE Computer Society Chapter under the IEEE Bhubaneswar Section, he plays a pivotal role in fostering innovation, collaboration, and professional development in computer science across eastern India.
Prior to his IEEE leadership, Mr. Ratha held the prestigious position of Director at the Integrated Test Range (ITR), Defence Research and Development Organisation (DRDO), Chandipur. During his tenure, he spearheaded the implementation of numerous real-time defense projects critical to India’s strategic capabilities. His contributions include the development and deployment of cutting-edge telemetry systems, digital ground receivers, and software-defined radio platforms that have significantly enhanced India’s missile testing and tracking infrastructure.
Mr. Ratha’s transition from defense research to academic and professional leadership reflects his deep commitment to knowledge dissemination and technological advancement. Under his guidance, the IEEE CS Chapter in Bhubaneswar has become a vibrant hub for emerging technologies, hosting conferences, workshops, and student outreach programs. Notably, he served as Guest of Honor at the IEEE ResGenXAI 2025 conference, promoting responsible and explainable AI research.
Beyond his formal roles, Mr. Ratha is a mentor to young engineers and researchers, encouraging interdisciplinary collaboration and ethical innovation. His career exemplifies the fusion of national service and academic excellence, making him a respected figure in both defense and computing communities.

Biography:
Dr. Amiya Ranjan Panda is an accomplished academic and researcher currently serving as Assistant Professor at the School of Computer Engineering, KIIT Deemed to be University, Bhubaneswar. Born on July 15, 1987, in Odisha, India, he holds a B.Tech in Information Technology from Biju Patnaik University of Technology (2009), an M.Tech in Computer Science and Engineering from KIIT University (2012), and a Ph.D. from Siksha ‘O’ Anusandhan University (2017).
His doctoral research was rooted in a real-time defense project titled “Design, Development and Implementation of Software Defined Radio Based Flight Termination System,” executed at DRDO’s Integrated Test Range (ITR), Chandipur. Dr. Panda served as JRF, SRF, and Research Associate at DRDO for over seven years, contributing to mission-critical systems in telemetry and data acquisition.
With a strong academic foundation, Dr. Panda specializes in Machine Learning, IoT, Software Defined Radio, and Data Acquisition Systems. He has published over 15 international journal papers, including two in IEEE Transactions on Industrial Informatics, and has an edited book accepted for publication.
At KIIT, he teaches core subjects such as Data Structures, DBMS, AI, Operating Systems, Compiler Design, and Computer Networks, inspiring the next generation of engineers.
