Hack4Delhi is a nationwide hackathon organized by IEEE NSUT and HN as co-organizing partners, inviting student innovators from across India to build impactful solutions for governance, public technology, and democratic systems. Shortlisted teams will present their pre-built prototypes at the on-site finale in New Delhi before senior policymakers and administrators.

The finale will be graced by Chief Guests Manjinder Singh Sirsa, Delhi Cabinet Minister for Industries, Food & Supplies, Environment, Forest & Wildlife; Kapil Mishra, Delhi Cabinet Minister for Law & Justice, Labour, Employment, Development, Art, Culture & Language, Tourism; and Parvesh Singh, Delhi Cabinet Minister, along with the Commissioner of the Municipal Corporation of Delhi (MCD), Additional MCD Commissioners, senior IAS officers, and other distinguished government dignitaries—enabling direct interaction between innovators and decision-makers.


Problem Statements

The following problem statements are open for selection by participating teams.
Each team must choose one problem statement from one domain only and develop a working prototype or software solution.

Domain 1: Civic / Governance Tech

Tech-Enabled Caste Census Management System

How can technology be used to design a secure, scalable, and transparent system for the collection, verification, processing, and analysis of caste census data while ensuring accuracy, privacy, inclusivity, and real-time policy insights?

Smart Parking Capacity Enforcement for Municipal Corporations

How can a real-time, tamper-proof system be developed to monitor parking capacity, prevent over-parking by contractors, ensure contractual compliance, reduce congestion, and improve accountability for bodies like MCD?

HRMS Platform for Municipal Corporation of Delhi (MCD)

How can a unified HRMS be designed to manage recruitment, attendance, transfers, payroll, performance tracking, grievance redressal, and inter-department coordination across thousands of municipal employees?

Mapping Water-Logging Hotspots of Delhi

Delhi faces recurring monsoon water-logging causing traffic disruption and infrastructure damage. Design a data-driven solution using GIS, historical rainfall, drainage data, and predictive analytics to map hotspots and assess ward- or zone-level preparedness.

Ward-Wise Pollution Action Dashboard

Design a dashboard that:

  • Displays real-time or near real-time ward-wise pollution status

  • Identifies major pollution sources

  • Provides actionable mitigation and policy recommendations

  • Is useful for both citizens and government authorities


Domain 2: One Nation One Election

Election Synchronization Feasibility & Impact Simulator

How can a data-driven simulation tool analyze the constitutional, administrative, financial, and governance impact of implementing One Nation One Election across states and local bodies?

Voter Awareness & Misinformation Control Platform

How can technology educate voters, counter misinformation, and improve public understanding of One Nation One Election while maintaining political neutrality and democratic values?

Unified Electoral Roll & Voter Mobility System

How can a secure, interoperable system synchronize voter data across states, reduce duplication, enable voter mobility, and ensure accuracy during large-scale synchronized elections?


Domain 3: Artificial Intelligence (Cross-Sector)

AI for Public Fraud & Anomaly Detection

How can ML systems detect fraud, irregularities, and anomalies in government spending, procurement, welfare delivery, and contracts?

AI-Based Talking Agent

Develop an AI-integrated voice calling agent capable of handling inbound and outbound calls for organizations, companies, or government bodies.

AI System to Detect Intentional Railway Track Tampering

Use sensors, vibration data, CCTV, and drone feeds to distinguish normal vs abnormal track behavior and generate real-time tampering alerts.


Open Innovation Domain (Please Read Carefully)

Under Open Innovation, participants may submit AI and Civic Tech solutions that enhance governance, transparency, and citizen participation. Solutions aligned with One Nation One Election should focus on improving election planning, coordination, efficiency, and public trust through simple, scalable technology.

Any Open Innovation submission will be reviewed by the Organizing Committee and may be categorized under Civic / Governance Tech, Artificial Intelligence, or One Nation One Election.
The Organizing Committee’s decision on domain classification shall be final and binding.


Round 1: Online Screening (Mandatory)

  • A time-bound, single-attempt online quiz will be conducted on an external platform

  • Every team member must attempt the quiz individually

  • Failure of even one member to attempt the quiz will result in team disqualification

  • Teams must submit a basic PPT
    (H4D_TeamName_LeaderName_TrackName.ppt/.pdf) outlining the idea, approach, and expected impact

  • Non-compliant submissions may be rejected

  • Shortlisting will be based on combined quiz and PPT performance


Final Round

12 January 2026 | Civic Centre, New Delhi

  • Shortlisted teams will present live demos of their prototypes

  • Final evaluation by the jury followed by winner announcements per track

  • No development or build time will be provided on the finale day


Rules

  • Projects must be original and developed specifically for Hack4Delhi

  • Previously submitted, published, or commercially deployed projects should be avoided

  • Open-source tools and datasets are allowed

  • Plagiarism will lead to disqualification

  • Professional conduct is mandatory

  • Jury decisions are final

  • Organizers reserve the right to modify rules in exceptional circumstances with due notice


Additional Information

  • Travel and accommodation for the finale are the responsibility of participants

  • Participation certificates will be provided to teams that successfully complete Round 1
