Tom McGill

Senior Director, Strategy Realization Office

Saskatchewan Government Insurance (SGI)

Biography:

Tom McGill is a senior transformation and delivery leader with extensive experience leading enterprise portfolio, program, and governance functions within the insurance industry. He currently serves as Senior Director, Strategy Realization Office at Saskatchewan Government Insurance (SGI), where he leads portfolio, program, project, and change management practices in support of strategic delivery. In this role, Tom is responsible for strengthening governance frameworks, enabling disciplined execution, and ensuring organizational capacity is aligned to strategic priorities. He also focuses on strategy enablement through effective program and project delivery, including benefits identification, tracking, and realization.

Tom previously served as SGI’s Program Director for Corporate Transformation, where he led PMO functions and enterprise delivery oversight across RAIDD management, contract and financial governance, and executive-level reporting and decision support.  His leadership supported SGI’s large-scale digital transformation, embedding structured delivery disciplines while maintaining operational stability.

Prior to SGI, Tom held progressive leadership roles within the Canadian insurance sector. He led the IT Solutions Delivery Team at Sovereign General Insurance in Calgary (2014–2017), driving technology-enabled business initiatives.  Before that, he led Data Governance & Development for Co-operators Life and CUMIS Insurance (2011–2014), establishing enterprise data governance and analytics capabilities. Earlier in his career, he served in Business Analysis and Project Management roles at Co-operators Life (2009–2011) and began his professional journey as a Management Consultant with CGI (2006–2009), supporting Microsoft US Revenue Management initiatives.

Across his career, Tom has built a reputation for integrating governance discipline with practical delivery leadership—aligning strategy, execution, risk management, and organizational capacity to enable sustainable business outcomes.

Kim Doering

Director of Change Management

Saskatchewan Government Insurance (SGI)

Biography:

Kim Doering is the Director of Change Management at SGI, where she leads a high-performing change team enabling the organization’s transition from current-state operations to future-focused, transformative initiatives. With more than a decade of experience in change management and 15 years as a certified Project Management Professional (PMP), Kim brings deep expertise in guiding teams and leaders through complex organizational change. Her work helps to enable SGI’s modernization efforts, ensuring employees, leaders, and external partners are prepared to adapt, engage, and succeed in a rapidly evolving environment. Kim is passionate about building resilient cultures and driving sustainable change through strategic leadership, collaboration, and a people-centered approach.


Mike Jacobson

Director, Data Architect

Data Strategy, Management & Enablement

Saskatchewan Government Insurance (SGI)

Biography:

Mike Jacobson grew up in the small town of Qu’Appelle, Saskatchewan, where his passion for technology began through a fascination with computer gaming that delved into computer game design. That early curiosity evolved into a career focused on data and information systems spanning more than two decades across consulting, application development, and enterprise data management.

While working at The Cooperators in various technology roles for 15 years, Mike has found his passion in data while working on the data warehousing team. Adept at learning various techniques focusing on data profiling, data analysis, data modeling and solution design, Mike has spent over a decade delivering enterprise data solutions that has transformed data into information that his business partners are able to use to determine business insights and make critical decisions.

In his current role at SGI as both a hands-on Data Architect and Director, Mike is leveraging his experience with deep domain expertise in data architecture as well as his knowledge in the insurance industry to help shape the data platform and advance the data team’s maturity. As SGI undergoes a major transformation from legacy systems to modern architecture, Mike ensures that the data platform remains consistent, scalable, reliable, and auditable, supporting the organization’s evolving ecosystem and enabling a data-driven future.
