The IEEE Seoul Section was formed as the IEEE Korea Section on 26 February 1976. Since its establishment, the IEEE Seoul Section has not only played a leading role in advancing Korea’s cognitive AI semiconductor technologies, but has also left a profound impact on Korea and the global community as a One IEEE member by successfully achieving the world’s first commercialization of CDMA technology. Through the IEEE Milestone Award, this achievement firmly established its global presence while exemplifying IEEE’s goal of “Advancing Technology for Humanity.”

Biography:

  •  INTRODUCTION
    He is a professor in the Department of Information Security at Seoul Women’s University and currently serves as the founding executive director of the AI Safety Institute (AISI), which was established in November 2024. Although he majored in computer engineering, he has long been an advocate for cyber security and digital ethics. In 2022, he published the book AI Has No Conscience, introducing AI ethics for users, developers, and business operators alike. He was awarded the Order of Service Merit for his contribution in developing and presenting Korea’s first AI ethics charter, the Seoul PACT. He is active as an expert member for the OECD’s Global Partnership on AI (GPAI), the president of the International Association for AI & Ethics (IAAE), the vice president of the Korea Copyright Commission, and the head of the Digital Dysfunction Subcommittee in the Digital Inclusion Forum.

A Retrospective of 50 Years of IEEE Seoul Section

 

  • This keynote talk reviews the 50-year history and activities of the IEEE Seoul Section, tracing its origins and growth within IEEE Region 10. It begins with the formation of IEEE from AIEE and IRE and explains the regional and sectional structure of IEEE, including upcoming regional realignment. The IEEE Korea Section was founded in 1976 and later renamed the IEEE Seoul Section in 1992 as additional Korean sections were established.
  • The presentation highlights leadership history, noting 30 chairs since 1976 and four Region 10 Directors from the Seoul Section. It documents the development of technical chapters, affinity groups, and major conferences, including repeated hosting of TENCON and TENSYMP in Korea. Key membership, professional, and outreach activities are showcased, such as student contests, SYWL Congress, mentoring programs, and STEM workshops.

IEEE Region 10 Vice-chair of Technical Activities; Professor, Dankook University

  • CheonWon Choi is a professor at Dankook University, Korea. He received B.S. and M.S. degrees in Electronics Engineering from Seoul National University, Korea and Ph.D. degree in Electrical Engineering from University of California, Los Angeles (UCLA), USA. After working in IRI Corporation, USA, he joined the faculty of Dankook University in 1997. Over 25 years, he served as a volunteer at IEEE geographic organizational units. In 2012 and 2013, he served as IEEE Seoul Section VTS Chapter Chair. In 2021 and 2022, he worked as IEEE Seoul Section Chair. From 2025, he is serving as IEEE Region 10 Vice-chair of Technical Activities. Notably, he organized many IEEE conferences and events; he served as TPC Chair of TENCON 2018, General Co-chair of TENSYMP 2021 and General Chair of R10 SYWL Congress 2022. Further, he served as President of Institute of Electronics and Information Engineers, first Korean IT society, in 2019.

Current Status and Vision of IEEE Seoul Section

  • This keynote talk marks the 50th Anniversary of the IEEE Seoul Section, celebrating its legacy as one of the world’s largest and most influential IEEE sections. It highlights a robust membership base representing over 70% of IEEE members in Korea, sustained growth over the past decade, and strong volunteer leadership through active chapters and affinity groups. The talk showcases Seoul Section’s academic and global impact, including hosting major IEEE conferences and contributing to R10 leadership.
  • Key challenges are clearly identified—declining student demographics and insufficient industry engagement. In response, a forward-looking vision is presented: positioning IEEE Seoul Section as a hyper-connected platform for engineering leaders, grounded in connection, growth, and global impact.
  • Three strategic priorities are emphasized: deepening industry collaboration, empowering next-generation engineers, and expanding global leadership and visibility. The talk closes with a call to action to actively shape the next 50 years of IEEE Seoul Section.

Biography:

IEEE Seoul Section Chair; Professor, Soongsil University

Prof. Oh-Soon Shin (Senior Member, IEEE) received the B.S., M.S., and Ph.D. degrees in electrical engineering and computer science from Seoul National University, Seoul, Korea, in 1998, 2000, and 2004, respectively. From 2004 to 2005, he was with the Division of Engineering and Applied Sciences, Harvard University, MA, USA, as a Post-Doctoral Fellow. From 2006 to 2007, he was a Senior Engineer with Samsung Electronics, Suwon, Korea. In September 2007, he joined the School of Electronic Engineering, Soongsil University, Seoul, Korea, where he is currently a Professor. From 2026, he is serving as IEEE Seoul Section Chair and IEEE Vehicular Technology Society Seoul Chapter Chair. His research interests include communication theory, wireless communication systems, and signal processing for communications.

Celebrating 50 Years of the IEEE Seoul Section

Prof. Kyun Hyon Tchah opened by offering warm congratulations to President Oh‑Soon Shin and the IEEE Seoul Section on the successful hosting of its 50th Anniversary commemorative event at the Press Center. He emphasized that the occasion marked a significant milestone, providing an opportunity to reflect on the Section’s 50‑year journey and to celebrate the diverse, meaningful, and joyful activities that have shaped its history.

He expressed special gratitude to Takako Hashimoto, IEEE Region 10 Director, for delivering a congratulatory address, underscoring the strong connection between the Seoul Section and Region 10 and the importance of regional solidarity.


Honoring Foundational Leaders of the Seoul Section

Prof. Tchah paid deep respect to the founding and pioneering leaders who built and elevated the IEEE Seoul Section:

  • 故 안수길 (Souguil J. Ann) 교수
    Recognized as a founder of the IEEE Seoul Section and a former IEEE Secretary and Region 10 Director, Prof. Ann was praised for his global vision, distinguished service, and profound contributions to promoting Korea internationally. Prof. Tchah highlighted his mentorship, leadership, noble character, and generosity, which left a lasting impact on individuals and the Section alike.

  • 故 서정욱 (Jung Uck Seo) 전 Region 10 Director
    Remembered as a former Minister of Science and Technology who led the commercialization of CDMA, culminating in the award of the IEEE Milestone in June 2024. Prof. Seo was commended for enhancing Korea’s international stature within IEEE, his eloquence, humor, and dedication, and his consistent engagement with the Seoul Section across government, academia, industry, and research institutes.


Recognizing Exemplary IEEE Leadership and Service

  • 전국진 (Kukjin Chun) 전 IEEE 부회장
    Prof. Tchah recalled Prof. Chun’s leadership during his term as IEEE Region 10 Director, notably the SYWL Congress in Bali, which attracted thousands of participants. Beyond professional achievements, Prof. Chun was honored for his humility, thoughtfulness, and personal integrity, exemplified by acts of quiet generosity and respect for others. He continues to support the Seoul Section through expertise and service, particularly in the semiconductor field.

Strengthening the LMAG and Conference Legacy

  • 이종창 (Jong Chang Yi) 교수
    Recognized for his leadership in organizing IEEE TENCON 2018 in Jeju, a successful and profitable conference attended by IEEE global leadership. Prof. Yi was also acknowledged for initiating the establishment of IEEE LMAG Seoul, strengthening life‑member engagement and continuity within the Section.

Biography:

IEEE Seoul Section Former Chair; Professor Emeritus, Korea University

Prof. Kyun Hyon Tchah (차균현) is Professor Emeritus at Korea University and a distinguished scholar in Electrical and Electronic Engineering, with a career spanning academia, industry, national research institutions, and international professional societies.

He received his B.S. in Electrical Engineering from Seoul National University (1965) and M.S. in Electrical Engineering from the Illinois Institute of Technology, Chicago (1967), followed by a Doctor of Engineering degree from Seoul National University (1976). Prior to his academic career, he completed military service in a radar unit after graduating from the Korea Army Signal School, and worked in industry at Taihan Electric Wire Co., Ltd.

Prof. Tchah began his academic career at Soongsil University in 1971 and later joined Korea University, where he served as Associate Professor and Professor of Electronic Engineering. He also spent a year as a Visiting Scholar at Cornell University. In parallel with academia, he contributed to society as an arbitrator and chair arbitrator of the Korean Commercial Arbitration Board for nearly a decade.

He has held numerous leadership roles in professional societies and national research organizations, including President of the Korean Institute of Communications and Information Sciences (KICS) and Vice Chairman of the Board of Trustees of ETRI. He became a Fellow of the IEE (now IET) and a Chartered Electrical Engineer, and later an IEEE Life Senior Member. Within IEEE, he served as IEEE Seoul Section Chair and Chapter Coordinator, contributed to the IEEE Joseph F. Keithley Award Committee, and most recently served as Chair of the IEEE Life Members Affinity Group (LMAG) Seoul.

After retiring from Korea University, Prof. Tchah served as Vice President and Acting President of Seoul Cyber University. His teaching and research have covered Basic Circuit Systems, Communication Theory, and VLSI Design Algorithms, with Communication Theory as his primary focus in later years. As Director of the Research Institute of Information and Communication Technology (RIICT) at Korea University, he successfully secured major national research funding.

Prof. Tchah has received numerous prestigious honors, including the Order of Service Merit of Korea, the IEEE Region 10 Outstanding Volunteer Award, the LG Scientific Treatise Award, multiple Best Paper Awards, and Achievement Awards from KICS and the IEEE Seoul Section. He has published widely with his graduate students, authored or co‑authored ten books, and continues to contribute to society through professional service and mentorship.

In particular, the IEEE Fellow grade stands as one of the highest honors conferred by IEEE, awarded for extraordinary technical accomplishments and long‑term professional contributions.

He noted Korea’s 72 IEEE Fellows, primarily based in Seoul and Daejeon, as evidence of the country’s research strength and global impact.
  • Call to Action: Promoting Fellow Nominations - While praising Korea’s high‑quality research output and publications, Prof. Chun stressed that excellence alone is not enough. He urged the IEEE Seoul Section to take an active role in encouraging and supporting Fellow nominations, ensuring that more deserving researchers and industry professionals receive the recognition they have earned.

Biography:

IEEE Region 10 Former Director; Professor Emeritus, Seoul National University

Prof. Kukjin Chun is Professor Emeritus in the Department of Electrical and Computer Engineering at Seoul National University (SNU), Korea. He received his B.S. in Electrical Engineering from Seoul National University and his Ph.D. in Electrical Engineering from the University of Michigan, Ann Arbor.

From 1989 to 2020, he served as a Professor at SNU, holding major leadership roles including Head of the Department of EECS, Director of the Inter‑university Semiconductor Research Center, and Director of the Microsystem Technology Center. He is a member of the National Academy of Engineering of Korea (NAEK) and an IEEE Fellow.

Prof. Chun has provided extensive service to IEEE, including Vice President, IEEE Member & Geographic Activities (2020), Director of the IEEE Board of Directors, and Director of IEEE Region 10. He has also chaired and served on numerous IEEE governance, awards, and nomination committees. His contributions have been recognized with the Order of Science and Technology Merit of Korea, the Haedong Academy Award, and the SNU Outstanding Alumni Award.

Chair, IEEE Indonesia Section (2025–2026)

Prof. Kurnianingsih is a Professor at Politeknik Negeri Semarang (Polines), Indonesia, where she also serves as Associate Professor in the Department of Electrical Engineering and Head of the Center for Research and Community Services. She is an active IEEE leader with extensive experience in professional activities, governance, and member development.

Within IEEE, she currently serves as Vice‑Chair of Professional Activities for IEEE Region 10 (Asia‑Pacific) and Chair of the IEEE Indonesia Section. Her previous leadership includes serving as Treasurer of IEEE Region 10 (2023–2024). At the global level, she contributes as a committee member of the IEEE Member and Geographic Activities (MGA) IT Coordination and Oversight Committee and the MGA Ad Hoc Committee on New Audience.

Her work reflects a strong commitment to Service to the Profession, capacity building, and strengthening collaboration between academia, industry, and the IEEE volunteer community.

IEEE Region 10 Director; Professor, Chiba University of Commerce, Japan

  • Prof. Takako Hashimoto is Deputy to the President and Professor at Chiba University of Commerce (CUC) in Japan, where she also previously served as Vice President and Director of the International Center. She is the 2025–2026 IEEE Region 10 Director, leading the Asia–Pacific region of IEEE, one of the organization’s largest global constituencies. She additionally holds an appointment as Research Fellow at The University of Tokyo.
  • She began her career at Ricoh Co., Ltd., spending 24 years as a software engineer in the company’s Software R&D Center. During this period, she led major software development initiatives and gained extensive experience in international collaborative research and large‑scale project management. She later earned her Ph.D. in Engineering from the University of Tsukuba, marking her transition from industry to academia.
  • Her research spans social media analysis, disaster informatics, and big data analytics, with a focus on large‑scale topic extraction and the use of digital communication data to support crisis response and public decision‑making. Her work has contributed to national research programs and interdisciplinary collaborations addressing disaster resilience and information behavior.
  • Prof. Hashimoto has held numerous public and professional leadership roles. She is an Associate Member of the Science Council of Japan and has served as an expert for the Ministry of Internal Affairs and Communications, the Ministry of Education, and the Japan Science and Technology Agency. She is recognized as a Fellow of the Information Processing Society of Japan for her contributions to computing and information science.
  • Within IEEE, she has held a wide range of leadership positions, including Japan Council Chair, R10 Secretary, IEEE Women in Engineering Chair, and member of the IEEE Computer Society Board of Governors.
