Smart Lighting for Smart Cities: Design, Policy and Standards
Key Note Speaker as part of the pre-summit series for the IEEE IES East Africa Innovation Summit 2026, focusing on smart lighting technologies, policy frameworks, and international standards for smart cities.
Biography:
Prof. Georges Zissis is a Full Professor at the University of Toulouse, France, and Vice Dean of the Faculty of Science and Engineering. He holds an MSc and PhD in Plasma Science from Toulouse III University.
His research focuses on light sources science and technology, including electrical discharges, solid-state lighting systems, metrology, and the interaction between lighting systems and power supply. His work also addresses the impact of lighting on energy efficiency, environment, health, safety, and quality of life.
He leads the “Light & Matter” research group at LAPLACE, comprising over 20 researchers. Prof. Zissis is internationally recognized for his contributions to lighting standardization and smart city technologies. He received the International Electrotechnical Commission (IEC) Centenary Challenge Award for his work on urban lighting normalization, the Energy Globe Award (France), and the Alfred Monnier Award from the French Illuminating Engineering Society.
He has held several high-level leadership roles, including President of the IEEE Industrial Applications Society, and currently serves as Chair of the IEEE Smart Cities Technical Community and the 4E Solid State Lighting Platform of the International Energy Agency.
