Data Center development has been expanding at a breakneck pace in the US and abroad.  The demand that data centers place on power and water infrastructure can be considerable.  These demands put stress on the available systems and services for other users. Data center development requires careful consideration of the impact on local resources.  This is more than just being a good neighbor, it can be crucial to the long term sustainability and resiliency of the project which can impact uptime and overall viability.

Ethical Considerations in Data Center Development

E. Mitchell Swann P.E., is Managing Director with Resolution Management Consultants, Inc. (RMC). He has over 40+ years of experience on both domestic and international projects in the areas of engineering design, project management, construction, risk management, forensic engineering and dispute resolution.  Licensed as a Professional Engineer in multiple states, Mr. Swann's experience includes the engineering and design of mechanical and control systems on projects involving commercial, industrial and institutional construction and building types.  

Mr. Swann is also well versed in the areas of sustainable design and energy conservation as well as the ‘decision tree’ and pre\post-mortem process for decision making in the design, management and construction of engineering projects.

Mr. Swann has served as Chair on ASHRAE Technical Committees and co-authored design guidelines for ASHRAE and ISPE, including the ASHRAE Green Design Guide and the ASHRAE Survival Guide for Design-Build Projects.  He is a frequent speaker at Technical & Professional programs and has been an ASHRAE Distinguished Lecturer since 2005.  He currently chairs the Philadelphia Energy Authority and is a member of the Pennsylvania Uniform Construction Code Review and Advisory Committee.  He is a former President of the Engineers Club of Philadelphia and served on its Board until January 2022 and sat on the Board of Directors for Green Buildings United in Philadelphia

He also hosts a weekly jazz program on WKDU, Drexel University’s FM radio station on Monday nights.
