Singapore’s engineering profession is governed by important professional and statutory frameworks. Registration as a Professional Engineer (PE) is regulated by the Professional Engineers Board (PEB), Singapore, while professional practice in electrical engineering is also linked to the Licensed Electrical Worker (LEW) scheme administered by the Energy Market Authority (EMA).

To help young electrical engineers better understand these pathways, this seminar will bring together speakers from PEB, EMA and senior Professional Engineers to share practical guidance on academic preparation, professional registration, examinations, practice experience, and licensing requirements.

Fundamentals of Engineering Examination (FEE)

Biography:

Er. Gooi is an Emeritus Associate Professor at EEE, NTU and an independent microgrid consultant. He is an IEEE Life Fellow, IEEE Access Editorial Board Member, Chair LMAG and Industry Relations of IEEE Singapore Section, IES Technical Committee Member and a Registered Professional Engineer (Electrical) in Singapore and Pennsylvania, USA. He was founding Co-Director of SP Group-NTU Joint Lab.

Lim Say Leong

Topic:

Practice of Professional engineering Examination (PPE)

Biography:

Er. Lim is Technical Director at Chint Global International Pte Ltd and its subsidiary Sunlight Electrical Pte Ltd, a Licensed Electrical Engineer (22kV), with appointments as IEC Ambassador, a member of Standards Council, Technical Committees, and Working Groups for local, regional and international standards, as well as professional membership with IES, IET, and IEEE.

Practice Report and Professional Interview - Part 1

Biography:

Er. Dr Lock is a Professor (Engineering) and Head of the Energy Efficiency Technology Centre at Singapore Institute of Technology. His professional career is equally split between industry and academia. He is an Emeritus President and Honorary Fellow of the Institution of Engineers, Singapore. He served as a Board Member of the Professional Engineers Board, Singapore for 14 years. He is a Fellow of Academy of Engineering, Singapore and a Senior Fellow of ASEAN Academy of Engineering and Technology.

 

Kng Meng Hwee

Topic:

Practice Report and Professional Interview - Part 2

Biography:

Er. Kng has more than 43 years of professional engineering experience. He was Energy Market Authority (EMA)’s Deputy Chief Executive of the Power System Operation Division, Industry Regulation Division, and Energy Infrastructure Division from 2005 to 2023, and then an Advisor till his retirement from EMA in Nov 2024. While in EMA, he was overseeing real-time operation of Singapore’s power and gas systems, energy infrastructure development, physical and cybersecurity of critical energy infrastructure, technical codes/standards review, technical & safety regulation of electrical & gas installations, licensing of electrical and gas workers. He has been a Board Member of the PEB since Jan 2021, a member of EMA’s Technical & Reliability Committee since May 2025, and an Adjunct Associate Professor of Engineering Cluster, SIT since Oct 2025.


Yeo Cheng Hee

Topic:

Licensed Electrical Worker (Grade 9 - LEE) Certification Requirements and Pathways - Part 1

Biography:

Er. Yeo is a Director (Inspectorate) at the Energy Market Authority (EMA). He began his career as a network design and planning engineer with a utility company. He subsequently moved into project implementation and was authorised to carry high-voltage switching operations up to 22kV on the distribution grid, including the commissioning of transformers and switchgear panels. He later transitioned into a regulatory role with EMA, focusing on the safety and compliance of electrical and gas installations at consumer premises.

Wong Kum Hoong

Topic:

Licensed Electrical Worker (Grade 9 - LEE) Certification Requirements and Pathways - Part 2

Biography:

Er. Wong is a Senior Specialist at the EMA. Licensed as an electrician in 1989 and subsequently as an electrical engineer in 2002, he accumulated more than 20 years of comprehensive private sector experience before joining the EMA.


Ho See Fong

Topic:

The Practitioner’s Path: From FEE/PPE Pioneer to 22kV LEE

Biography:

Er. Ho is the Managing Director of HY M&E Consultancy Services, where he leads initiatives in microgrids and Net Zero solutions. He previously served for nearly ten years as a Defence Engineer at DSTA, managing critical infrastructure like the Underground Ammunition Facility. Educated at Imperial College London and KTH Sweden, he specialized in electric power engineering. Currently, he serves on the Professional Engineers Board (PEB) and holds leadership roles in ACES and IES, contributing to the regulation and professional standards of Singapore’s engineering sector.

Galvin Chua

Topic:

Professional Career as an Electrical Engineer

Biography:

Er. Chua is the Managing Director of Beca Singapore & Myanmar. As Registered Professional Consulting Engineer (Electrical), he leads the design and delivery of multidisciplinary infrastructure and advisory projects and serves as Chairperson of the Singapore Green Building Council (SGBC) Smart Products and Electrical Technical Committee.
