IEEE FWCS PES/IAS Seminar: TECO’s PRC-029 and PRC-030 Solar PMU Network
NERC standards continue to be developed and thresholds are revised, specifically to NERC Standards PRC-029, Frequency and voltage ride through for IBRs, and PRC-030, Unexpected IBR Resource Event Mitigation. The recent changes for PRC-029, and PRC-030 now include various Category 2 sites, requiring Utilities to record voltages, currents, and more. The readings at the point of interconnection must also be validated with dynamic power system models for inverter-based resources. TECO has successfully automated the NERC compliance via Real-Time Automation Controllers (RTAC) and is ready to share!
The course will include:
- A fundamental overview for PRC-029 and PRC-030
- A review of various communication protocols, NERC site classifications, SEL Blueframe, SEL Synchrowave, and NERC automation
- A TECO presentation on the final solution implemented for PRC-029 and PRC-030 compliance - including various design aspects and challenges, such as sampling speed vs message speed, cybersecurity, IT/OT, settings, and users
- Review automation logic and reports and high-level logic diagrams
- TECO’s solution to support an initiative with University of South Florida (USF) and the Department of Energy for grid stability
The presentation will be primarily for engineers and “generator owners” (GO) that must enforce NERC standards.
Two (2) Professional Development Hours will be awarded

Kedwin Dominguez
Biography:
Kedwin Dominguez received a Bachelor’s of Science in Electric Engineering
from USF in 2010. He has 16 years of experience. He was a consultant for 12-
years. He worked in various heavy industrial areas and utilities. Industrial
areas such as agrochemicals, metal processing, marine terminal operations,
and power stations. He has worked in various phases of each project from
engineering, construction, procurement, and commissioning. Kedwin has
focused on various fields of study from protection & controls, substation design,
generation, and distribution. He has held various roles from engineer,
commissioning engineer, Engineering Manager, Director of Engineering,
CAPEX Lead, and Station Engineer. Kedwin has enforced codes and standards for NEC, NESC, IEEE, and CSA.
Kedwin joined Tampa Electric Company (TECO) 2022 as a Principal Engineer to support NERC
compliance PRC-005 initiatives for all TECO Energy Supply (Generation). Since he has joined TECO he
implemented various innovation projects and initiatives. Projects such as establishing the first Energy
Supply relay network and relay modernization, the first training lab (mini-hydro plant) for Operations, first
GSU online transformer oil processor, and now the first Solar relay network with a focus on NERC
compliance. As of September 2026, 30 Solar Sites will be networked and centralized for NERC
compliance.
More importantly, when not working Kedwin enjoys nutrition, strength training, and traveling!
