Physical Design: From Past to Future
Biography:
Ricardo Reis received a Bachelor degree in Electrical Engineering from Federal University of Rio Grande do Sul (UFRGS), Porto Alegre, Brazil, in 1978, and a Ph.D. degree in Microelectronics from the National Polytechnic Institute of Grenoble (INPG), France, in 1983. Doctor Honoris Causa by the University of Montpellier in 2016. He is a full professor at the Informatics Institute of Federal University of Rio Grande do Sul. His main research includes physical design automation, design methodologies, fault tolerant systems and microelectronics education. He has more than 750 publications including books, journals and conference proceedings. He was vice-president of IFIP (International Federation for Information Processing) and he was also president of the Brazilian Computer Society (two terms) and vice-president of the Brazilian Microelectronics Society. He is an active member of CASS and he received the 2015 IEEE CASS Meritorious Service Award. He was vice-president of CASS for two terms (2008/2011). He is the founder of the Rio Grande do Sul CAS Chapter, which got the World CASS Chapter of The Year Award 2011, 2012, 2018 and 2022, and R9 Chapter of The Year 2013, 2014, 2016, 2017 and 2020. He is a founder of several conferences like SBCCI and LASCAS, the CASS Flagship Conference in Region 9. He was the General or Program Chair of several conferences like IEEE ISVLSI, SBCCI, IFIP VLSI-SoC, ICECS, PATMOS. Ricardo was the Chair of the IFIP/IEEE VLSI-SoC Steering Committee, vice-chair of the IFIP WG10.5 and he is Chair of IFIP TC10. he received the Researcher of the Year Award in the state of Rio Grande do Sul. He is a founding member of the SBC (Brazilian Computer Society) and also founding member of SBMicro (Brazilian Microelectronics Society). He has done more than 80 invited talks in conferences. He was the CASS representative at the IEEE IoT Technical Committee. He is now the SSCS representative at the IEEE IoT TC. Ricardo received the IFIP Fellow Award in 2021 and the ACM/ISPD Lifetime Achievement Award in 2022. He received the 2023 IEEE CASS John Choma Educational Award and the 2024 Best Associate Editor of IEEE CASS Magazine. He is also Distinguished Lecturer of IEEE CEDA (2024-2025) and Distinguished Lecturer IEEE CASS (2014-2015 and 2025-2026).

Energy Harvesting: Trens and Application Circuits
En un mundo donde tecnológicamente “todos estarán conectados contra todos” poco se habla sobre las formas de obtener y entregar energía a los dispositivos y equipos que conforman este escenario denominado INTERNET DE LAS COSAS y BIG DATA. Una de las alternativas más auspiciosas consiste en “cosechar” la energía “desperdiciada” existente alrededor nuestro y que mediante un tratamiento de reconversión a energía eléctrica reemplazará a las formas tradicionales de “alimentar eléctricamente” a equipos y dispositivos. Obtención de energía eléctrica desde la energía cinética, RF muestran avances importantes que se mostraran en la charla.
Biography:
Carlos Silva-Cardenas holds a PhD from the Autonomous University of Barcelona (Spain). He is Senior Lecturer at the Pontificia Universidad Católica del Perú (PUCP). Founding Director of the Microelectronics Research Group (1992); Director of the Masters in Telecommunications Engineering (2011-2021). Since August 2019 he has been Director of the Research Promotion Department of the PUCP. He was a member of the Administrative Tribunal of OSIPTEL. From 2008 to 2019 he was chair of the IEEE Peruvian chapter of the CASS. He was Chair of LASCAS(LatinAmerican Symposium Circuits and Systems) Steering Committee from 2016 to 2018.
Silva-Cárdenas is the author of the first Peruvian digital integrated circuit that achieved its manufacture and has more than 74 publications, he is the author of a book, three book chapters and co-editor of 2 books. He has taught postgraduate courses at the Universities Complutense de Madrid, Valencia and Autónoma de Barcelona in Spain and at the National University of Tucumán in Argentina. He has been General Chair of international events such as LASCAS2013, IBERCHIP2013, VLSI-SoC2019, LASCAS2021, IBERCHIP2021 and LASCAS2026, held in Arequipa and He has been Program chair of several events. He has received several awards such as the PUCP RESEARCH RECOGNITION AWARD for the last 9 years and the IEEE LatinAmerica Region 9 Eminent Engineer Award in 2019. He is a member of the Board of Governors of the IEEE Circuits and Systems Society (CASS-IEEE) from 2024 to 2026. In 2025, he received the ELEKTRON Award, the highest professional distinction jointly presented by the Peruvian Association of Engineers (CIP), the IEEE Peru Section, and the Peruvian Electrotechnical Association (AEP). The award recognized his career and leadership in microelectronics, his key role in telecommunications regulation, and his decisive contributions to engineering education and research in Peru.

Low Power IC Design for a Sutainable World
Current climate change is negatively affecting agricultural production, primarily putting food security at risk in the future and causing substantial economic losses to the Agri-food chain. On the other hand, agriculture is impacting climate change being the responsible of at least one third of the Greenhouse Gases (GHG) emissions and without an important change on the way we produce food this number will continue to increase. Electronics and technology in general can play an important role in the change food production is requesting, however adding more electronics to the food production chain will increase the energy required by those systems. Low power is a key component of sustainable manufacturing in agribusiness. Not only do we have to design low power electronics, but we also have to consider the energy required for the manufacturing of systems. The talk will present first the impact of climate change in agriculture, then the impact of agriculture on climate change, and then how technology can help to mitigate it, and the different options for low power design and manufacturing.
Biography:
Victor Grimblatt earned his PhD on Electronics in 2021 from University of Bordeaux (France). A microelectronics engineering diploma from Institut Nationale Polythecnique de Grenoble (France) and an electronic engineering diploma from Universidad Tecnica Federico Santa Maria (Chile). He is currently R&D Engineering, Executive Director and General Manager of Synopsys Chile. He has published several papers in IoT, EDA, Smart Agriculture and embedded systems development. From 2012 to 2024, he chaired the IEEE Chile joint EDS/CASS/SSCS Chapter and served on technical program and steering committees for ISCAS, ICECS, LASCAS, and VLSI SoC. He was a member of the IEEE CASS Board of Governors from 2021 to 2023; founded and led the Electronics for Agrifood Special Interest Group through 2024; chaired the LASCAS Steering Committee from 2018 to 2022; and represented CASS on the IEEE Climate Change TAB. He currently serves on the IEEE CASS Board of Governors for the 2025–2027 term. He is a DL from IEEE EDS.
He served as President of the Chilean Electronic and Electrical Industry Association from 2017 to 2021 and, from 2006 to 2008, was a member of the Chilean Offshoring Committee established by Chile’s Minister of Economy.
His honors include Innovator of the Year in Services Export (2010), IEEE/AIE Best Engineer in Chile (2022), IEEE Region 9 Outstanding Engineer (2023), and the IEEE CASS Meritorious Service Award (2024).
His research interests include electronic design automation, climate change, and IoT applications for smart agriculture.
