Devendra is a senior technology leader with over two decades of experience architecting and modernizing enterprise database platforms for mission-critical global operations. His work sits at the intersection of Oracle Exadata engineering, multi-cloud migration across OCI and AWS, automation, and AI-driven innovation — delivering measurable business value across financial services, government, and telecommunications.

He has led end-to-end transformation of enterprise Oracle environments, including large-scale Exadata modernization, multi-country cloud migrations, and the introduction of automation and intelligent monitoring into production DBA operations. These initiatives have produced consistently quantifiable outcomes: an on-premises-to-OCI migration that generated over $10M in project revenue and more than $1M in annual infrastructure savings; a 60% reduction in database refresh times with a 160% increase in environment availability through an end-to-end refresh and masking redesign; and a 33% compression of mission-critical financial batch windows, enabling key interfaces to run outside business hours.

He is recognized internationally for sustained contribution to the database and cloud engineering community. He holds the Oracle ACE designation from Oracle Corporation and is an IEEE Senior Member — a grade conferred following independent peer evaluation. He serves as Secretary of the IEEE Computer Society Richmond Chapter and as a peer reviewer for IEEE Access, where he has evaluated more than a dozen manuscripts. He has served as a session chair at an IEEE-sponsored international conference and as a judge for engineering competitions at Virginia Commonwealth University and Ohio University. His research on AI-assisted database operations has been accepted for publication in IEEE proceedings.
