Space Week 2026 and HidroChallenge Colombia 2026 are held jointly as a 5-day event at Universidad del Cauca, in celebration of IEEE Day. HidroChallenge Colombia is the first international water-rocket competition hosted at the university, co-organized with CDA and HidroChallenge IPN, bringing together teams from across Colombia and Ecuador for a week of technical exhibitions, conferences, and competition.

Over these five days, the university community and the public will have access to talks by IEEE Distinguished Lecturers, hands-on technology workshops, exhibition stands featuring aerospace projects, oral presentations from competing teams to a panel of judges, and the culmination of the event with rocket launches across all competition categories, followed by the awards ceremony. This is a free, open event for students, IEEE members, researchers, and the general public.

Jesús Gonzales Llorente

Topic:

Design of Efficient and Electrical Power Systems for Small Spacecraft

Biography:

Dr. Jesus Gonzalez-Llorente received his undergraduate degree in electronics engineering from the Universidad Nacional de Colombia at Manizales in 2003, his Specialized Diploma in Software Engineering from Francisco Jose de Caldas District University in 2005, his M.S. degree in electrical engineering from the University of Puerto Rico at Mayaguez in 2009, and his Ph.D. degree in Engineering from the Kyushu Institute of Technology at Kitakyushu, Japan in 2019.

He was a researcher in the National Astronomy and Ionosphere Center - Arecibo Observatory under Cornell University operation during 2010. He also was an adjunct professor at the University of Puerto Rico at Mayaguez and a visiting scholar at the University of Arkansas in Fayetteville, USA. He is a professor at École de technologie supérieure in Montreal, Canada, and a visiting researcher at the Nihon University, Japan. His research activities include solar photovoltaic systems, AI for space, small satellites, and space systems engineering.

Dr. Gonzalez-Llorente is an IEEE Senior Member. He received the Emerging Space Leader Grant from the International Astronautical Federation (IAF) in 2015. He also received the United Nations/Japan Long-term Fellowship from 2016-2019 to participate in the Space Engineering International Course in the Department of Applied Science for Integrated Systems Engineering in Kyutech, Japan, as part of the Post-graduate Study on Nanosatellite Technology in collaboration with United Nations Office for Outer Space Affairs (UNOOSA). Dr. Jesus Gonzalez-Llorente has been recognized as an associate researcher by the Ministry of Science Technology and Innovation of Colombia.

Kumar Vijay Mishra

Intelligent reflecting surfaces for radar and communications

Biography:

Kumar Vijay Mishra (S’08-M’15-SM’18) obtained a Ph.D. in electrical engineering and M.S. in mathematics from The University of Iowa in 2015, and M.S. in electrical engineering from Colorado State University in 2012, while working on NASA’s Global Precipitation Mission Ground Validation (GPM-GV) weather radars. He received his B. Tech. summa cum laude (Gold Medal, Honors) in electronics and communication engineering from the National Institute of Technology, Hamirpur (NITH), India in 2003. He is currently Research Scientist at the Institute for Systems Research, The University of Maryland, College Park under the ARL-ArtIAMAS program; Technical Adviser to Singapore-based automotive radar start-up Hertzwell and Boston-based imaging radar startup Aura Intelligent Systems; and honorary Research Fellow at SnT - Interdisciplinary Centre for Security, Reliability and Trust, University of Luxembourg. Previously, he had research appointments at the United States Army Research Laboratory (ARL), Adelphi; Electronics and Radar Development Establishment (LRDE), Defence Research and Development Organisation (DRDO) Bengaluru; IIHR - Hydroscience & Engineering, Iowa City, IA; Mitsubishi Electric Research Labs, Cambridge, MA; Qualcomm, San Jose; and Technion - Israel Institute of Technology.

 

Dr. Mishra has served as the Distinguished Lecturer of the IEEE Communications Society (2023-2024), IEEE Aerospace and Electronic Systems Society (AESS) (2023-2024, 2025-2026), IEEE Vehicular Technology Society (2023-2024), IEEE Geoscience and Remote Sensing Society (2024-2025), and IEEE Future Networks Initiative (2022). He is the recipient of the IEEE Signal Processing Society Pierre-Simon Laplace Early Career Technical Achievement Award (2024), Special Mention for the IEEE AESS M. Barry Carlton Award (2023), IET Premium Best Paper Prize (2021), IEEE T-AES Outstanding Editor (2021, 2023), U. S. National Academies Harry Diamond Distinguished Fellowship (2018-2021), American Geophysical Union Editors' Citation for Excellence (2019), Royal Meteorological Society Quarterly Journal Editor's Prize (2017), Viterbi Postdoctoral Fellowship (2015, 2016), Lady Davis Postdoctoral Fellowship (2017), DRDO LRDE Scientist of the Year Award (2006), NITH Director’s Gold Medal (2003), and NITH Best Student Award (2003). He has received Best Paper Awards at IEEE MLSP 2019 and IEEE ACES Symposium 2019.

 

Dr. Mishra is Chair (2023-2026) of the International Union of Radio Science (URSI) Commission C, Chair (2025-) of IEEE AESS Technical Working Group on Integrated Sensing and Communications (ISAC-TWG), and Vice-Chair (2021-present) of the IEEE Synthetic Aperture Standards Committee, which is the first SPS standards committee. He has been Chair (2023-2025) of the IEEE SPS Synthetic Apertures Technical Working Group. He has been an elected member of three technical committees of IEEE SPS: SPCOM, SAM, and ASPS, and IEEE AESS Radar Systems Panel. He is Editor-in-Chief of River Rapids Series in Radar Systems, Signal Processing, Antennas and Electromagnetics (2025-). He has been Senior Area Editor of IEEE Transactions on Signal Processing (2024-), Associate Editor of IEEE Transactions on Aerospace and Electronic Systems (2020-) and IEEE Transactions on Antennas and Propagation (2023-). He has been a lead/guest editor of several special issues in journals such as IEEE Signal Processing Magazine, IEEE Journal of Selected Topics in Signal Processing, IEEE Journal on Selected Areas in Communications, and IEEE Journal of Selected Topics in Applied Earth Observations and Remote Sensing. He is the lead co-editor of several books on signal processing and radar: Signal Processing for Joint Radar-Communications (Wiley-IEEE Press, 2024), Next-Generation Cognitive Radar Systems (IET Press Electromagnetics and Radar Series, 2023), Advances in Weather Radar Volumes 1, 2 & 3 (IET Press Electromagnetics and Radar Series, 2023), and Handbook of Statistics 55: Multidimensional Signal Processing (Elsevier). His research interests include radar systems, signal processing, remote sensing, and electromagnetics.

Agenda

Day 1 (Oct 5) opens with a dedicated testing window, giving competing teams the opportunity to test their rockets on campus ahead of the competition. In the afternoon, the event officially kicks off with the opening ceremony, a welcome session for all participants, an introductory talk, and the first round of technology exhibition stands open to the university community.

Day 2(Oct 6) is built around technical and educational content: a series of Distinguished Lecturer conferences, a hands-on technology workshop, activities in celebration of IEEE Day, and continued technology exhibition stands for attendees to explore.

Day 3(Oct 7) marks the official start of HidroChallenge Colombia 2026, with competing teams delivering oral presentations of their rocket designs to the judging panel, alongside ongoing technology stands showcasing student and partner projects.

Day 4(Oct 8) is the most visible day of the event: rocket launches across all competition categories take place on campus, accompanied by broader technology showcases featuring rockets, drones, and aircraft from participating teams and collaborators. This day marks the close of the competitive phase.

Day 5(Oct 9) brings the event to a close with the awards ceremony, recognizing the winning teams across categories, followed by a closing farewell to all participants, mentors, and partner organizations.
