Abstract
RSAE Labs has developed a broad technology platform for secure communications, and the platform used minimal technology resources to sense and collect a variety of signals and transmit them securely. The seminar will introduce technology, use cases and potential new applications. The discussion will be focused on brainstorming potential collaborations and joint funding opportunities with the engineering research centers, including CAPS.

Biography:
Brian Donlan, Ph.D.
Expertise spans a broad spectrum of technology development, from embedded real-time software development to digital cable TV to defense systems. Often functions as both a project lead as well as a project’s technical director. Most recently, functioned as the chief system architect for Cubic’s Global Tracking Solutions container security system. Experience in software and hardware development that encompasses a variety of technologies and applications which includes: telecommunications, embedded systems, broadband/wireless networks, encryption, RFID, sensors, electronic counter-countermeasures, parallel processing, computer graphics and image processing, software development, and high-speed computer networks. Many projects have focused on the integration of complex systems.
During the development of the digital cable system for North America by TCI and AT&T, was responsible for many of the key system architecture decisions as well as the development of much of the back-office functionality for billing, warehouse operations, deployment and customer care. Functioned as Chief System Architecture for the 2nd generation interactive digital cable TV. These contributions established many of the standards that have been adopted internationally for cable network operations and support.
Responsible for system engineering and embedded software development for the Global Sentinel TM Intermodal Container and Cargo Monitoring, Tracking and Security System. Responsibilities include: defining engineering and operational system requirements, authoring interface and protocol specifications, developing and evaluating alternative system architectures, development, implementation, and integration of the operational embedded software.

Biography:
Randall Shepard, CEO
Randall Shepard is an accomplished technologist and seasoned corporate executive. Educated as a spacecraft designer, with advanced engineering degrees from Georgia Tech and Stanford, Shepard has worked with advanced technologies throughout his career. Over the last 32-years, he has served as corporate officer for nine advanced technology companies, two public and seven startups. As RSAE Labs CEO, he is responsible for corporate management, advanced research, technology licensing and global sales. In this capacity, he has overseen the successful development and sale of advanced technologies, products and services incorporating global communications, digital cable TV, Video-On-Demand, smart sensors and wireless mesh protocol.
In 2010, Shepard was Impeva Labs’ CEO when it was acquired by Cubic Inc. Cubic Global Tracking Solutions (CGTS) was created to focus on the monitoring and security of military and humanitarian goods in and out of Iraq, Afghanistan, Sudan and other high-risk areas around the world. Shepard, serving as Vice President, Research and Development, lead the development of new products and the award of more than a dozen technology patents. In 2015, he acquired CGTS and has successfully transitioned his entrepreneurial team under the RSAE Labs’ banner, specializing in global asset monitoring, tracking and security solutions in commercial and government sectors worldwide.
Prior to his retirement from the Air Force as a Lieutenant Colonel, he served as a pilot and Professor at the Air Force Academy. As a Senior Air Force pilot, he flew a variety of test systems focused on the evaluation and enhancement of electronic combat performance. Starting in 1983, he led the development and operation of the Radar Test Facility (RTF), a classified test facility at Tyndall AFB, FL, resulting in the correction of significant electronic combat vulnerabilities in air weapon systems and standardizing the software validation and upgrade process for the F-15 and the F-16 fleet.
