Three Mile Island: Past, Present & Future

Three Mile Island Units 1 & 2 offer an interesting case study related to nuclear power.
This presentation will explore:

• Relevant radiation protection standards and regulations.
• The March 1979 Unit-2 accident, response and recovery.
• Failures in communications at that time.
• Offsite public radiation dose and potential public health impact.
• Pre- and post-accident monitoring of the public for radiation exposure and effects.
• A related major class-action health effects legal case.
• Psychological impact on the community.
• Unit-1 restart in the mid-1980s
• Unit 1 shut-down, September 2019.
• Unit 1 restart expected in late 2027.

Other aspects to be reviewed include: 

• Spent nuclear fuel generated during operations of Unit-1.
• Radioactive waste from the past and current cleanup / decommissioning of Unit-2.
• Ongoing radiological environmental surveillance.
• Local and national concerns related to onsite spent nuclear fuel (SNF) storage,
  long-term transport and disposal of SNF.
• US NRC’s proposed radiation protection regulation changes.
• Future of nuclear power with increasing public acceptance being examined.

Biography:

Mr. Allard is a medical health physicist with a significant level of experience in the field of radiation protection.  He has worked nearly 50 years in the field, and is a recognized national and international expert. After decades of work in medical, academic and industrial facilities, and nearly 24 years of exceptional public service - in July 2022 he retired from his position as Pennsylvania DEP’s Director of the Bureau of Radiation Protection. Despite official retirement, Mr. Allard is still active in the field working pro bono on various committees and projects – including as Chairperson of the TMI Unit-2 CAP.
