IEEE ComSoc Uganda Student Awareness Forum 2026
Connecting Minds, Empowering Innovation: Shaping the Future of Communications
The IEEE ComSoc Uganda Student Awareness Forum 2026 is a student-focused forum organized by the IEEE Uganda Section and IEEE Communications Society Uganda Chapter, in collaboration with the IEEE ComSoc Makerere University Student Branch Chapter, and held in celebration of IEEE Day 2026.
Under the theme “Connecting Minds, Empowering Innovation: Shaping the Future of Communications,” the forum will connect students with global IEEE Communications Society opportunities, including membership, conferences, scholarships, mentoring, technical communities, volunteering, leadership and professional development. The session will also highlight opportunities for students to engage with the ComSoc community in Uganda and develop from members into active technical contributors and leaders.
The forum will feature Ms. Cindy Tiritilli, IEEE ComSoc Senior Manager, Membership & Programs, Eng. Ekirapa Emmanuel, Chair of the IEEE Communications Society Uganda Chapter and Dr. Fred K Lwanga, Chair Uganda Section. The session will be moderated by Elisha Alvin Bifandhuba, IEEE ComSoc Student Ambassador.
The event will be conducted virtually via Google Meet.

Biography:
Cindy Tiritilli is the Senior Manager of Membership & Programs, IEEE Communications Society (ComSoc). She joined the ComSoc team in 2020, and enjoys supporting members and volunteer chapter leaders. Cindy has a B.A. in Economics from Rutgers University and is a Certified Association Executive (CAE) through the American Society of Association Executives (ASAE). https://www.linkedin.

Biography:
Dr. Lwanga is a Chartered Manager, Chartered Management Consultant (UK), and Certified AI Consultant with over 20 years of executive, academic, and entrepreneurial experience. He is the Founder of ICT Technocrats Ltd and a thought leader in AI, digital transformation, governance, and innovation, with a focus on technology-driven solutions that strengthen institutions and advance sustainable development across Africa.

Emmanuel Ekirapa of IEEE Communications Society Uganda Chapter
From Student Member to Technical Leader: Building Communications Communities
A practical session exploring Emmanuel’s journey from IEEE student member to technical leader, highlighting how students can use IEEE membership, leadership opportunities, and communications communities to build networks, develop leadership skills, and create meaningful impact in Uganda’s technology ecosystem.
Biography:
Emmanuel Ekirapa is a Graduate IEEE Student Member and Founding Chair of the IEEE Communications Society (ComSoc) Uganda Chapter. He also serves as IEEE Uganda Section Student Representative and Acting Chapters Coordinator. A Telecommunications Engineering graduate of Kyambogo University, Emmanuel has professional experience in telecommunications and networking, including roles at Huawei Uganda and Roke Telkom. He is currently an ICT Academy Instructor at Kyambogo University Huawei ICT Academy and the Founder of Rap-Tech Communications. He is passionate about telecommunications, innovation, community impact, and leadership development.
