IEEE TENCON 2026 Special Program: Recent Technologies to Identify Manipulative AI Contents and Targeted Advertisement
An AI Ethics Workshop — IEEE TENCON 2026 Special Program
Seeing is no longer believing
TENCON 2026 · IEEE Region 10 Conference
10–13 October 2026 · InterContinental Bali Resort, Indonesia
Theme: Intelligent Systems for a Resilient and Sustainable Society
Why this workshop
Generative AI made content free to fabricate. Trust now has to be engineered.
As generative AI makes content creation trivially easy, seeing is no longer believing — and manipulative AI content and AI-driven targeted advertising are raising urgent ethical questions across finance, media, social networks, and commerce.
This special program brings together leading researchers, practitioners, and policymakers for four keynote talks and a moderated panel: from agentic payments and deepfake detection to watermarking, provenance marking, professional integrity, and the policy debate — combining talks, interactive Q&A, and networking.
Topics
Deepfake detection
Transformer networks that read high-frequency noise artifacts to separate AI-generated images and video from camera-captured ones.
Watermarking & provenance
C2PA credentials and watermarking such as SynthID — marking that survives compression so provenance persists through a content's life.
Agentic payments
Agents already initiate, authorize, and settle payments.
A global view of protocols, identity, fraud, and regulation across 10+ live standards.
Ethics needs law
When duties to clients and the public collide: bylaws, notice, withdrawal — and rehearsing the right response before the fact.
Program · Tuesday 13 October 2026
One hundred five minutes, five sessions
8:00–8:15 · Keynote
Agentic Payments: A Global Landscape of Protocols, Identity, Fraud and Regulation
Ms. Yoon Hyeyoung · Convenor, ISO/TC Financial AI Advisory Group · KFTC
Agents are already paying — 120 million agent-initiated transactions in a single week on Alipay, 165 million via Coinbase's x402 in its first months, and a dozen non-interoperable protocols.
A six-layer stack and a proposal: a neutral, standards-based substrate for identity, messaging, and consequence.
8:15–8:30 · Keynote
Ethics Awareness and Ethics Problems in AI-Generated Content: Framing the Problem
Dr. Bo Peng · Institute of Automation, Chinese Academy of Sciences
From a fabricated "dam collapse" that chased traffic after a real flood disaster to the governance picture: labelling mandates in China, the EU AI Act, and the US TAKE IT DOWN Act — and why marking technology like C2PA and SynthID is a necessary component.
8:30–8:45 · Keynote
Ethics Awareness and Ethics Problems in AI-Generated Content: Detection
Prof. Jing Dong · Institute of Automation, Chinese Academy of Sciences
Ten years of work in one view: transformer detectors specialised for image noise, robust watermarking that survives recompression, unlearning unsafe concepts inside large models, protective makeup for facial privacy, and fairness testing across races and generations.
8:45–9:00 · Keynote
When Integrity and Responsibility Collide: Why Ethics Needs Law, Bylaws, and Rehearsal Before the Fact
Prof. Jong Chang Yi · Hongik University · IEEE R10 EAAC Chair
Two duties that can pull apart, and the codes that resolve them: name the duty, give notice, withdraw.
Applied to AI in education and research — where detectors are "neither accurate nor reliable" and the evidentiary rule must be written, local, and published in advance.
9:00–9:45 · Moderated panel
Seeing Is No Longer Believing: Governing Manipulative AI Content Through Technology, Policy, and Responsible Practice
Moderator: Warunika Hippola · Sri Lanka Technological Campus
Panelist: Ir Dr Bernard Lim · COO, Appscard Group AS — with chairs, keynote speakers, and invited commentators
Landmark AIGC incidents and what went wrong; how policy (EU AI Act, China's labelling rules, the US TAKE IT DOWN Act) and technology (C2PA, SynthID) can work together; whether AI-generated content can ever be reliably detected; and responsible practice and careers in AI ethics.
