Biography:
Eric P. Oliver is the Chief Information Officer and Director of Information Technology at the Department of Defense Cyber Crime Center. His career with the DoD began in 1993, when he was commissioned into the Air Force as an ROTC graduate from the University of Arkansas, Fayetteville, Arkansas.
After attending Basic Communications Officer Training, Mr. Oliver was assigned to United States Strategic Command, where he worked in the J3’s Special Projects Branch, developing Nuclear Readiness Monitoring Systems.
In 1997, he was re-assigned to the 35th Comm Squadron, Misawa Air Base, Japan, where he Commanded the Plans Flight, the Mission Systems Flight, the Deployable Comm Unit, and the Installation’s Survival and Recovery Center. While there, he deployed to Saudia Arabia as Mission Systems Flight Commander in the 363rd Expeditionary Comm Sq.
In 2000, he was re-assigned to HQ ACC, where he served as an action officer in both the Current Operations and Combat Plans Divisions of the Communications Directorate. While there, he developed the Air Force’s Concept of Operations for Information Warfare, which the Air Force published and then codified as Air Force doctrine in 2003.
Mr. Oliver next moved to Headquarters, 8th Air Force as the first Director of Operations for the Air Force Network Operations and Security Center. He successfully guided this new unit from concept through full operational capability. He subsequently advised and supported the 8th Air Force Commander in developing the concept of creating Air Forces Cyber (Provisional), and successfully presenting it to the senior-most leaders in the Air Force—a decision that ultimately led to the creation of the 24th Air Force (AFCYBER) and its successor, the current 16th Air Force (AFCYBER).
Mr. Oliver next went to Naval Postgraduate School, where he was recognized as a Distinguished Graduate after studying in the Departments of Information Sciences, Engineering, and Special Operations and Low Intensity Conflict. His Masters Thesis, entitled “On Cyber Deception”, was advised by Dr John Arquilla, and explored the nexus of information technology, human perception, cognitive bias, and influence.
He next Commanded the 375th Comm Squadron at Scott Air Force Base, where he effectively transformed a 322-person, traditional Comm/IT unit, into a Cyberspace Operations Squadron by integrating intelligence functions and C2 processes while supporting US Transportation Command, Air Mobility Command, the Army’s Surface Deployment and Distribution Command, the Defense Information Systems Agency, AF Global Logistics Supply Center, the AF Network Integration Center, 3Wwings, and 66 other tenant units.
Mr. Oliver’s final military assignment was Director, Air Forces Cyber & Joint Forces Headquarters-Cyber (Air Force) Forward at Ft Meade, MD. In this role, he was the Commander’s primary Information Warfare liaison and trusted agent to USCYBERCOM and NSA/CC for operational matters. In addition, he was tasked to help sustain key partnerships with OSD, the Joint Staff, DoD and other IC/interagency partners in the national Capitol region.
Following retirement from the Air Force, Mr. Oliver spent a year in industry before returning to government service.
Mr. Oliver has an amazing spouse, Patricia. They have four awesome sons: Benjamin, Daniel, David, and Jonathan.
