[Legacy Report] IE/PEL/CS Chapter Lecture on POWER SYSTEM OPERATION IMPROVEMENTS USING HVDC & FACTS
The proposed lecture presents an overview of power oscillation damping capabilities of HVDC and Flexible AC Transmission System (FACTS) controllers in large interconnected power system. Operation of interconnected power system in stable domain with changing operating conditions has been a challenging issue especially in open access. There are stringent requirements for maintenance of reliability and adequate system dynamic performance in interconnected system operation. New concepts and technologies enabling increased level of power transmission along with system stability and reliability have been the recent utilities interest. The advances made in field of high-power semiconductor devices and control technologies, led to implementation of FACTS devices in operation and control of power systems in scenario of electricity market deregulation. HVDC transmission and Flexible AC Transmission Systems (FACTS) in interconnected power network has become effective tool for system stabilization. This has become a reliable transmission technology for bulk power evacuation for very long distance enabling bulk power generation from Ultra Mega power projects. An overview of operational strategies of Indian power network in open access regime has been attempted. The secure and reliable power network operation has been the major challenges after the implementation of Electricity Act 2003. The voltage collapse in Panjab on June 10, 2007 has been one of the recent scenarios to review proper operational strategic planning in open access. The world scenario of blackouts has been an experience which necessitates taking adequate measures for proper operational planning. Each component of power systems should be properly coordinated in terms of operation along with control to have the reliable and secure network behaviour. This becomes very important in situations when the country has started National Load dispatch Centre as first step to form for National Grid. As the Grid Security is linked with the network stability hence strengthening the power corridor both at Central Transmission Utility (CTU) and State Transmission Utility (STU) is the need of hours. Concerns of both short term open access (STOA) customers and RLDCs in regard to Available Transfer Capability (ATC) are contradictory to each other but the same are justified from their own perspective. While RLDCs limit STOA across an inter-regional link from the consideration of grid security, they do not have any financial stake in this process / action. However, such limitations do lead to denial of power to a number of consumers and loss of opportunity to some licensees to replace costlier power with cheaper power. Architecture of power control with HVDC can be a viable and effective option for regional control for improved system stability along with the reliability.
