Introduction to Chemical Facility Anti-Terrorism Standards (CFATS)
Chemicals are vital to the economy. They are used to develop medicines, provide refrigeration for food, manufacture fuel for vehicles, and build the microchips that run smartphones. However, in the hands of a terrorist, some chemicals could potentially be weaponized.
Managed by the Cybersecurity and Infrastructure Security Agency (CISA), the Chemical Facility Anti-Terrorism Standards, or CFATS, program is a regulation focused on identifying and reducing the risk of certain hazardous chemicals being weaponized at chemical facilities determined to be high-risk by the Agency. CFATS ensures that these facilities have security measures in place that meet five risk-based performance standard guideposts: delay; detection; response; cybersecurity; and security management (covering security plans, policies, and procedures). CFATS is executed by Chemical Security Inspectors (CSIs) located across the country and is supported by compliance analysts, policy experts, and other headquarters elements. Since its inception in 2006, CFATS has become a cornerstone of chemical security—not just domestically, but also as a model to address chemical security internationally.

Scott Mellor of Dept. of Homeland Security
Biography:
Scott Mellor is a Region 1 Senior Chemical Security Inspector within the Integrated Operations Division (IOD) of the U.S. Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA), responsible for chemical facility security regulations.
In this capacity, he is responsible for supporting and analyzing the progress, execution, and compliance of regulatory inspections at chemical facilities posing high risk of vulnerability to terrorist attack and/or theft or diversion of hazardous chemicals as described in the Chemical Facility Anti-Terrorism Standards (CFATS) program, 6 CFR Part 27. Mr. Mellor coordinates with the Office of Chemical Security (OCS) on compliance and training initiatives to ensure regulatory compliance within field chemical security operations. Additionally, he supports IOD regional operations and performs outreach to regional, state, federal, tribal, and corporate stakeholders to further support the CFATS program within Region 1. Mr. Mellor has been with DHS since its inception and within the CFATS program since June 2009.
Mr. Mellor’s experience includes previous law enforcement work with the U.S. Department of Veteran Affairs (VA) and the Federal Protective Service (FPS).
Mr. Mellor served in the U.S. Marine Corps Reserve and has a B.A. from Westfield State College.
