Broadcast Tower Site Compliance Issues and Spectrum Measurements

Abstract - Considering the abundance of Broadcast Industry Magazines, Weekly Newsletters and even Daily List Servers that bombard Broadcast Engineers today – conformance to the FCC and FAA Rules should be at the highest compliance level ever. Unfortunately, this is not the case. This presentation will address reoccurring Broadcast Tower Site compliance issues from frequent inspections of Radio and Television Stations throughout the country. It appears that the Broadcast Technology Industry’ is at a much lower level of conformance to the Rules than back when in the early days of the original Radio & TV Inspection Program back in 1989. Spectral measurement data on various facilities throughout the country will be presented as well.

R. Dale Gehman
Biography:
R. Dale Gehman is the owner of Gehman Compliance & Consulting – a firm he established in 1985 to provide consultancy services in Broadcast Management, Engineering, and Public Warning Systems. In 1989, he pioneered what is now the ‘Alternate Broadcast Inspection Program’ and has completed well over 3,000 broadcast station ABIP inspections nationally to-date. He currently provides professional ABIP Inspector services to numerous State Broadcast Associations and conducts formal Due-Diligence Inspections nationally for buyers and sellers of Broadcast Stations. He is married to Darlene L. Gehman and they have four children; Matthew, Sarah, Hannah and Abigail. Dale has been active in Broadcasting since 1971, and is a supporter of State Broadcast Associations having served multiple terms on their Boards. He previously served as VP of Engineering for the PA Association of Broadcasters, Director of Engineering for Brill Media Company and personally owned and operated Broadcast Stations for twelve plus years of his career. His career long passion has been implementing effective public warning systems. Mr. Gehman previously served on; FCC’s Media and Security Reliability’s Toolkit Subcommittee, WARN Act’s FCC–Commercial Mobile Service Alert Advisory Committee, FEMA/DHS ‘IPAWS Practitioner Working Group’ and FEMA/DHS’s Science/Technology ‘CMAS Forum’. Mr. Gehman previously served as Co-Chairman of the Alabama State Emergency Communications Committee and Chair of the Pennsylvania State Emergency Communications Committee. He served on the Pennsylvania AMBER Alert Program’s Stake Holders Committee and has provides EAS originator training to State and County Emergency Management Agencies, State Police Amber Alert Designees and Criminal Intelligence Division Staff across the Country.
