About the Speaker
Dr. Rabia Cin is a Researcher at the Energy Planning and Management Department of Istanbul Technical University’s Energy Institute. She holds a MSc and a PhD in Energy Science and Technology, with a background in electrical engineering. Her research focuses on the design and evaluation of Energy Efficiency Obligation Schemes, the development of the energy services market, and the integration of energy poverty considerations into efficiency policy frameworks. She works on developing data-driven, evidence-based policy recommendations to support Türkiye’s fair and effective energy transition.

Topic: Energy Justice and the Role of the Power Sector in Just Transition
As clean energy transitions accelerate, fairness and inclusion have become essential to building public trust and achieving lasting results. This talk explores the origins of the energy justice concept and explains why “leaving no one behind” must guide the way we design policies, tariffs, and energy systems. Drawing on examples from around the world, including social protection programs, just transition initiatives and community-led energy projects, it discusses how utilities and regulators can make fairness part of everyday practice through affordable pricing, targeted efficiency and stronger community engagement. The talk will also include a focused gender perspective and highlight how energy efficiency, when designed with social goals in mind, can serve as a pathway to greater equity. The session will conclude with reflections on how the power sector can bring fairness and inclusion into daily decisions, making energy justice a lived reality rather than just an idea.
