An Arms Race in Space? From "Star Wars" to "Space Force"

Professor Toro Carnevali will describe the efforts of the United States to build a missile defense system in space capable of protecting the nation from attacks by ballistic strategic nuclear weapons. The presentation starts with a recount of military initiatives undertaken since the early 1980’s and continuing until today, to build such a system, and then analyze its potential impact on the ability of Nuclear Weapon States to deter a devastating first strike from adversaries. The importance of of international arms control treaties for guaranteeing peace and stability among Nuclear Weapon States, as well as prospects for a world free of nuclear weapons is discussed next. The recent creation of a US Space Force and its effects on the peaceful exploration and use of outer space is analyzed.

Biography:

Alfredo Toro Carnevali joined MSU’s Political Science and Law Dept. in Spring 2018. He has ten years of relevant experience in the fields of international affairs and diplomacy. He held the positions of chairman of the Security Council’s Sub-committee on monitoring the non-proliferation of weapons of mass destruction (1540) and vice-president of the General Assembly’s Com-mittee on Disarmament and International Security. Between January 2015 and December 2016, he was the Deputy Political Coordinator of Venezuela’s delegation to the United Nations Security Council. He has published numer-ous scholarly articles on international governance and US-Latin American relations, and is a regular contributor to different Spanish language newspa-pers and blogs. Professor Toro Carnevali coordinates the Minor in Global Security and Diplomacy, the Pollack Speaker Series on International Security and Diplomacy, and the Model United Nations Summer Academy at Montclair State University.
