IEEE RAS (Mahidol University) bid for hosting ICRA 2027 at ICRA 2023, London on 3 June 2023.

Thailand is a country that recognizes the importance of developing its major industries – such as automotive, food, and agriculture, while also prioritizing education, research, and development, along with science and technology. With the aim of using innovation and technology to overcome past economic development challenges, Thailand has launched a new economic model, “Thailand 4.0”, and is developing various new growth hubs, starting with the Eastern Economic Corridor (EEC), which is expected to become the center for robotics research and development. To respond to the new national priorities, Thailand is now putting more emphasis on enhancing the academic programs in several universities that are involved in robotics research, development, education, and networking, as well as supporting the industry as a whole to make the country a much more competitive place in this field.

Undoubtedly, Thailand has hosted and organized multiple IEEE events, as well as important international conferences and events. In fact, the IEEE Thailand Section has consistently been organizing events since its establishment in 1977, and Thailand has actively participated in various IEEE Robotics and Automation Society (RAS) events. For instance, Thailand held its very first RoboCup Asia-Pacific (RCAP) event in 2017 during its Robotics Week in order to kick-start international robotics events within the country. A couple of years later, Mahidol University became the leader of 16 other institutes to organize the biggest robotics event in Thailand – the RoboCup 2022 – with the aim to encourage research and development in robotics, develop human resources in the field, elevate and create new networks of robot inventors, and raise robotics standards in the Asia-Pacific region. As a result, these events have strongly influenced new national policies, such as the Thailand 4.0, the National New S-Curve of Robotics and Automation Industry, and the Reinventing University Program in Medical Robotics. 

Welcoming millions of tourists each year, Thailand has multiple excellent and efficient transportation systems to support the participants, with Suvarnabhumi International Airport serving as a hub for approximately 100 airlines and over 200 scheduled flights daily. By utilizing the Queen Sirikit National Convention Center (QSNCC) which is in the heart of Bangkok and surrounded by various modes of transportation as the event’s venue, we will easily be able to accommodate up to 20,000 participants, making it the most ideal place to host the IEEE ICRA 2027. 

Ultimately, organizing the IEEE ICRA 2027 with the theme of “Robotics for Humanity: A Key Driver for Achieving Sustainable Development Goals” can be a significant turning point for Thailand, which will leave a drastic impact on education, science, technology, research, development, and industry – not only within the country, but also in other Asia-Pacific countries. With Mahidol University as the leader, along with 16 other public and private institutes, including both top-tier universities and government organizations, we are ready to make the IEEE ICRA 2027 another successful event of ours.

Milestone for bidding to host ICRA 2027 in Bangkok
August 2022 - The ICRA Steering Committee received (2) two Letters of Intent (LOI) to host ICRA 2027 with Seoul and Bangkok as potential host locations. 
November 2022 - Both teams submitted a ten-page pre-proposal which was reviewed by the ICRA Steering Committee and shared with the team. Both teams received feedback in their effort to make the final proposal stronger.
March 2023 - Thanks to the support of RAS Leadership and CAB, the ICRA SC was able to perform site visits of the proposed venues. Members of IEEE MCE (Lukrecija Lelong) and ICRA Steering Committee (Eiichi Yoshida) have conducted site visits of both locations and met with both teams to discuss improvements that could be made to final proposals. This new innovation has already proven to be very useful both to the ICRA SC as well as the bidding teams in making their final proposals.
April 2023 - Based on the feedback received during the pre-proposal and the site visit, both teams submitted the full proposals to the ICRA Steering Committee. The two final proposals are the actual documents that the ICRA SC is providing this assessment to the RAS AdCom members. The finalists also presented a preliminary version on May 10, 2023, of the pitch to RAS CAB and ICRA SC members. The presentations helped the ICRA SC reach the final assessments that will be presented in this document.

Full Proposal to Host ICRA 2027

In the proposed session, there are two teams from Asia that bid to host the ICRA 2027, the Seoul team and the Bangkok team led by Assoc. Prof. Jackrit Suthakorn. 
The proposal information included information about Thailand support, Organizing Team, Budget, Venue, Travelling, and accommodation.  Around 50 members of the steering committee and IEEE AdCom have listened to our pitch for hosting and given us some questions. 

Since this is the first time for Thailand to bid on this event, we apparently missed the opportunity to host ICRA 2027 with a slightly lower point. However, the committee encourages us to come back for bidding to host The ICRA 2031. They also give us feedback and comments to improve the next proposal.

The IEEE International Conference on Robotics and Automation is the flagship conference of the IEEE Robotics and Automation Society (RAS) and the premier international forum for leading robotics researchers to present and discuss their work. Established in 1984 and held annually, the conference joins experts in the field of robotics and automation for technical communications through presentations and discussions. Each edition creates a remarkable environment to indulge all the delegates in the frontier of science and technology in robotics and automation.

The ICRA Steering Committee (ICRA SC) has designed a new procedure with the goal of making the process transparent and fair for all teams submitting a proposal for hosting an edition of IEEE ICRA.

Below, please find additional information for each of the five steps.

The bidding process starts five years in advance and is done in five steps:
Step 1:  Submit a Letter Of Intent (LOI). Note, that only a member of the IEEE-RAS can submit the LOI, preferably the general chair. Submit the LOI through this form by August 1 of each year. Only a single document (PDF file format only, 1 page) without any supplementary material is allowed. Guidelines for the content of the pre-proposal are outlined here. The LOI will assist the SC in determining reviewers for the next step while minimizing conflicts of interest. The ICRA SC will review the LOIs and may provide some high-level feedback and guidance to the applicants to submit a pre-proposal (step 2).

Step 2:  Submit a pre-proposal (written document, no slides). Note, that only a member of the IEEE-RAS can submit the pre-proposal, preferably the general chair. Proposers should submit the pre-proposal through this form by September 7 of each year. To keep the process lean and fair for all bidding teams, only a single document (PDF file format only, approximately 10 pages, not counting any supplementary material). Guidelines for the content of the pre-proposal are outlined here. 
The ICRA SC reviews all pre-proposals and provides feedback to the teams. The ICRA SC selects up to two proposals. The two teams of these proposals are invited to prepare a full proposal by April 1 of the following year (step 3). 

Step 3: Submit the full proposal (written document, no slides). The two selected teams are invited to submit a full proposal through this form by April 1 of the following year. To keep the process lean and fair for all bidding teams, only a single document (PDF file format only, 15-20 pages, not counting any supplementary material). Guidelines for the content of the full proposal are outlined here. The ICRA SC reviews the full proposals and provides feedback to the teams which is shared with CAB and AdCom. Both teams are invited to present their proposal during the CAB meeting and during the AdCom meeting at ICRA (step 4). 

Step 4: Presentation of the full proposal at ICRA (slides). Both teams are invited to present their proposal during the CAB meeting and during the AdCom meeting at ICRA. Their proposals and SC reviews are shared with all members of the CAB and the Administrative Committee (AdCom). Only the presentation is required for this step. To keep the process lean and fair for the bidding teams, only a 20-slide presentation (PDF file format only) without any supplementary material is allowed. After the presentations during the CAB meeting, the ICRA SC may prepare a recommendation for AdCom. After the presentations during the AdCom meeting, AdCom members vote, and the winning team is announced.
