The synergy between the European and International Patient Summaries in the context of global health care

This webinar is part of the Connecting Humanitarian Experts Week for Sustainability in Healthcare organized by the IEEE Region 8 Humanitarian Technology Activities Committee in collaboration with Region 8 SIGHT groups.


The presentation is focused on the European Patient Summary (EPS), a pivotal component of the MyHealth@EU initiative of the European cross-border services, linked with the International Patient Summary (IPS), that was also presented in the HL7 Europe WGM event in Digital Health week in Athens in January 2024. By examining the EU eHealth Network guidelines and their alignment with the ISO 27269 standards, this lecture underscores the importance of standardized, accessible patient summaries in cross-border healthcare scenarios. The lecture extends to the real-world implementation of the EPS across Europe, showcasing its current adoption in various countries and discussing plans for its future expansion. The lecture will highlight the synergy between the European and International Patient Summaries, emphasizing the collaborative evolution of these frameworks to enhance patient care and data portability. Moreover, a proposal for a national use case exploiting the IPS that was developed and implemented under the eHealth4U project (funded by the Research and Innovation Foundation of Cyprus integrated projects 2019-2023, https://ehealth4u.cs.ucy.ac.cy/) will be presented.  The lecture will close with highlighting the potential impact of the European regulations on the European Health Data Space (EHDS) and the activities carried out in the context of the Xt-EHR joint action (Extended EHR@EU Data Space for Primary Use (Xt-EHR) JA09, Affiliated Entity, HADEA/A/01, https://www.xt-ehr.eu/) towards offering a better health care service to the citizen.

Prof. Constantinos S. Pattichis

Biography:

CONSTANTINOS S. PATTICHIS (Fellow, IEEE) is currently a Professor with the Dep. of Computer Science and Director of the Biomedical Engineering Research Centre at the University of Cyprus and Leader of HealthXR Smart, Ubiquitous, and Participatory Technologies for Healthcare Innovation in the CYENS Centre of Excellence. He has 30 years of experience in eHealth and connected health, medical imaging, biosignal analysis, intelligent systems and explainable AI, and more recently in mHealth interventions based on XReality applications. He has been involved in numerous projects in these areas funded by EU and other bodies, with a total funding managed in excess of 20 million Euro. He has published 150 journal publications, 260 conference papers, 30 chapters in books and editor of 3 books, 22 journal special issues and 20 conference proceedings in these areas.  He is a Member of the European Academy of Sciences and Arts, Fellow of IEEE, IET, International Academy of Medical and Biomedical Engineering (IAMBE) and the European Alliance for Medical & Biological Engineering & Science (EAMBES).

Maria Papaioannou

Biography:

Maria Papaioannou is a member of the Biomedical Engineering Research Centre within the Department of Computer Science at the University of Cyprus. Maria works as an Interoperability Expert in eHealth systems while also serving as a Project Manager for various EU and nationally funded projects. Her primary focus is on biobanking and eHealth systems, with an emphasis on both the primary and secondary use of health data, ensuring that health information is effectively leveraged for clinical and research purposes. She holds a PhD in Computational Intelligence, where her research applied advanced algorithms to diagnostic systems within the healthcare sector, as well as to political systems, focusing on optimizing negotiation outcomes. Her expertise spans both technical and strategic dimensions, contributing significantly to the advancement of eHealth and data interoperability.


Panayiotis Savva

Biography:

Panayiotis Savva, BSc Computing, MBA is an experienced specialist in healthcare interoperability, with a focus on eHealth initiatives and HL7 FHIR standards. As the Member State Co-Chair of the Technical Interoperability (IOP) Subgroup of the European eHealth Network, delegated by the National eHealth Authority of Cyprus (NeHA), he chairs bi-weekly Subgroup Meetings, leads task forces, and contributes to the development of the eHN Guidelines. In this role, he represents the Member States in advancing cross-border health data exchange. At NeHA, Mr. Savva serves as the Technical Coordinator for the Xt-EHR Joint Action, playing a key role in healthcare data interoperability across Europe. In parallel, as a Special Scientist and Software Architect at the University of Cyprus, he has worked on the National Contact Point for eHealth (NCPeH) for Cyprus and previously developed the eHealth4u prototype. He also contributed to the development of the International Patient Summary (IPS) module in the HapiFHIR project.
