Title: Economics, markets and regulation for new essential system services: first principles and practical experiences

Content: With deeper and deeper penetration of inverter-based resources (IBRs), variable renewable energy (VRE) sources, and distributed energy resources (DER), new operational challenges are emerging in electricity grids worldwide. In fact, low-carbon power systems are likely to be much more ‘fragile’ (that is, sensitive and vulnerable) to various disturbances, and consequently more prone to cascading and so, overall, less ‘resilient’. In more fragile grids, it becomes therefore key to be able to provide essential system services to guarantee stable, secure and resilient system operation, and new operational and market tools may be needed to align economic and technical requirements.

This lecture will illustrate key operational challenges of low-carbon grids, introduce technical and economic ‘first principles’ to design new essential system services, and discuss potential technical and commercial solutions to deal with the fragility of power systems dominated by IBRs, VRE and DER. A number of major recent events leading to blackouts or ‘near misses’ in Australia, UK and the Iberian peninsula will be taken as specific case study examples.

Biography:

Pierluigi Mancarella

Pierluigi Mancarella (Senior Member, IEEE) received the M.Sc. and Ph.D. degrees in electrical energy systems from the Politecnico di Torino, Turin, Italy, 2002 and 2006, respectively. He is currently a Chair Professor of the Electrical Power Systems, The University of Melbourne, Melbourne, VIC, Australia, and Professor of smart energy systems with The University of Manchester, Manchester, U.K. His research interests include multienergy systems, grid integration of renewables, energy infrastructure planning under uncertainty, and resilience of low-carbon networks. He is the Editor of the IEEE Transactions on Power Systems, IEEE Power and Energy Society Distinguished Lecturer, and Convenor of the Cigre Working Group C6/C2.34 Flexibility provision from distributed energy resources.
