NVIS (Near Vertical Incidence Skywave) propagation in Puerto Rico by Percy "Butch" Shadwell:
After Hurricane Maria hit Puerto Rico in 2017 and decimated essential communications, Butch Shadwell and other IEEE volunteers experimented with utilization of NVIS radio to meet emergency communication needs to reach across Puerto Rico's geographically challenging mountain regions and gain contact within the whole country. The antennas utilized are designed to send the main lobe of transmission straight up into the upper atmosphere before being reflected back across the region and heard by those within the reflection's coverage. Both voice and digital transmissions can be accommodated to support Puerto Rico's needs.

Butch Shadwell

Biography:
Butch Shadwell, KV4YQ, primarily worked in new product development, developing new technologies from sewerage treatment to aerospace, taught undergraduate and post-graduate courses at different universities, and lead sponsored research at the Carnegie Mellon Robotics Institute, and also at several major corporations. He holds 9 patents and published 5 peer reviewed papers and over 100 technical articles in IEEE journals and newsletters. His specialties: Applied science R & D, robotics, opto-electronics, neurophysiology, consulting, circuit design, applied physics, thermal physics, physical chemistry, research and development, r&d, electronic circuit design, electronic system design, computers, embedded microcontroller, firmware, analog and digital design, lecturer and speaker.
Butch has completed humanitarian projects in Canada and Puerto Rico with grants from IEEE Power and Energy Society and both designed and was among the first volunteer drivers of the IEEE MOVE truck. He and Loderay Bracero Marrero, a former IEEE MOVE volunteer, presented a paper at the 2023 IEEE International Humanitarian Technology Conference detailing the experiments to demonstrate NVIS radio could meet emergency communication needs and how it functioned to solve the unique challenges of Puerto Rico's mountainous topography. Butch has been a volunteer with the American Red Cross, Boy Scouts of America, and Trail Life USA. Also, a continuous volunteer with nearly every lay church role.
