Abstract
Florida International University (FIU) has established the Artificial Intelligence Center of Excellence to conduct advanced research in Machine Learning, Deep Learning, Generative AI (text, image, video, and audio), large language models, and Foundation Models, with the goal of providing AI models as services for various applications.
The center supports the Director Operational Test and Evaluation (DOT&E) by developing AI-driven tools for managing and analyzing test and evaluation data across multiple domains. In collaboration with the Department of Defense’s Test Resource Management Center (TRMC), FIU developed the Advanced Automated Machine Learning System (AAMLS), a Rapid Modeling & Testing Tool (RMTT) that helps subject matter experts in fields such as cyber, IoT, energy, and environment to efficiently deploy AI models through automated workflows.
Additionally, the center is working with the Department of Energy’s Office of Environmental Management (DOE EM) and National Labs on AI applications for Nuclear Decommissioning, Robotics, and Sensor Networks. The presentation highlights FIU’s ongoing AI research, which supports multiple federal agencies.

Biography:
Dr. Himanshu Upadhyay has been serving Florida International University for the past 24 years, leading the AI & Cyber Center of Excellence at the Applied Research Center. He is an Associate Professor in Electrical & Computer Engineering, teaching courses in Artificial Intelligence and Cybersecurity. His research focuses on Artificial Intelligence, Machine Learning, Deep Learning, Generative AI, Cyber Security, Quantum AI, Big Data, Cyber Analytics/Forensics, Malware Analysis, and Blockchain. He has served as PI/Co-PI on multi-million-dollar research projects from the Department of Defense, Department of Energy – Office of Environmental Management, and other federal agencies, national labs, and private organizations. He has published multiple papers in reputable journals & conferences and is mentoring AI & Cyber Fellows, as well as undergraduate and graduate students, supporting various AI & Cybersecurity research projects.
