This presentation focuses on Chapter 8 of the SE Europe Energy Outlook 2025/2026, providing a comprehensive overview of hydrocarbon exploration and production activities in Southeast Europe. It will examine the renewed momentum in oil and gas exploration in the region amid shifting global energy policies and heightened energy security concerns. The lecture will analyze geological potential, licensing frameworks, offshore developments (including Eastern Mediterranean prospects), and the strategic role of indigenous hydrocarbon resources in enhancing regional energy security. Special attention will be given to the balance between fossil fuel development and decarbonization objectives within the broader EU energy transition context.

Biography:

Before joining IENE as a Research Fellow in September 2023, Kostis Oikonomopoulos spent over six years at HEREMA SA, Greece, where he served as the primary seismic interpreter and petroleum geoscientist, specialising in prospectivity analyses and regional understanding. In this capacity, he also coordinated two important oil and gas Lease Agreements («West of Crete» and «Southwest of Crete»), offering technical subsurface expertise on licensing matters, stewardship and monitoring of licence work programmes and activities. Also, he assisted in compiling and reviewing contracts regarding seismic acquisition and processing projects and at the same time supervised and managed HEREMA’s data repositoty as well as its digitization and restructuring. Prior to his tenure at HEREMA SA, Kostis worked as a Business Development geoscientist in the UK, for Spectrum Geo Ltd (now TGS) from 2012. In this role, he managed, initiated, and evaluated seismic acquisition and processing projects while liaising and engaging in negotiations with government authorities and National Oil Companies in the Mediterranean Sea, Black Sea and sub-Saharan Africa. Kostis holds a Bachelor’s degree in Geology from the University of Athens and pursued further education with two Master’s degrees—one in hydrocarbons management from the University of Aberdeen and another in petroleum geoscience from the Royal Holloway, University of London.
